Provide professional and technical environmental expertise for the Field Operating Agency (FOA) at Scott Air Force Base Installation Support Section (ISS) and the Air Force Civil Engineer Center (AFCEC) Midwest Regional Support Team (RST) through guidance and interpretations of environmental laws, regulations, and instructions as well as monitors environmental program activities for compliance with pertinent Department of Defense (DoD), Air Force, Environmental Protection Agency (EPA), and/or other governmental policies, directives, instructions, applicable laws, agreements, and criteria established by Congress. Adapt established approaches and precedents in the application of environmental principles and theories to formulate, advise on, and execute, near and long-term strategic environmental plans for specific programs based on AFCEC organizational goals and objectives.

Develop a methodology to collect real data and generate an accurate estimate for the waste generation and disposal trends for a given calendar year of hazardous waste, universal waste, and municipal solid waste for U.S. Customs and Border Patrol (CBP) facilities, throughout the United States which can be utilized by CBP to accurately report near and long term waste generation and disposal trends. Create compliance checklists for the generators of hazardous waste within CBP, based on hazardous waste generator classification, to utilize in order to ensure each facility can maintain compliance with applicable federal regulations and provide environmental support to those facilities.Provide expert advice on scientific theories, principles and concepts to leadership aswell as official U.S. Customs and Border Patrol staff.

Provide necessary guidance, training, and professional expertise, serving as an authority to military, civilian, and contractor activities concerning the disposal of hazardous waste in accordance with the Resource Conservation and Recovery Act (RCRA), Department of Transportation (DOT), and Department of Defense (DoD) regulations and evaluate budget and resource requirements for assigned responsibilities. Ensure projects meet environmental and engineering permit standards to maintain compliance with county, state, and federal air quality, water quality, waste water, drinking water, and storm water regulations, as well as review construction projects and military training plans in order ensure that all activities are conducted in accordance with the Migratory Bird Treaty Act (MBTA) Endangered Species Act (ESA), Clean Air Act (CAA), and the Clean Water Act (CWA). Conduct oversight on at least ten percent of all approved projects aboard the installation.Monitor compliance with Occupational Health and Safety Administration (OSHA) requirements and apply hazard control fundamentals and techniques. Maintain knowledge of and attend training concerning, federal, state, and local laws and regulations as well as DoD and Marine Corps orders and standards related to environmental programs.

Supervise the installation and operation of field radio stations, microwave stations, and signaling stations. Plan and execute successful amphibious deployments which depend upon highly mobile and reliable communications. Assist in selecting the frequencies and sites to be used for each mission as well as determining the mix of radio equipment to be employed. Develop a systems approach toward communications, understanding wire and data communication equipment capabilities and systems integration. Plan, organize, and direct activities of a communications shop’s personnel. Provide guidance, recommendations, and influence to higher headquarters and internal and external supporting agencies
