Mr. Fichera’s 40 years of finance experience and expertise includes international and domestic financial markets, corporate finance, and effective regulation. Saber Partners, LLC provides expert advice to corporations, investors, regulators, and brokerage firms. The Saber team has former utility finance executives, bankers, and senior finance executives from the largest US multinational energy corporation. Alan Blinder, former Vice Chairman of the US Federal Reserve, is Chairman of the firm’s Advisory Board.Mr Fichera and Saber are currently advising the Kentucky Public Service Commission following similar work on utility securitization for Public Service Commission of South Carolina, Southern California Edison and the North Carolina Utilities Commission Public Staff. In 2019, he assisted Colorado legislators in enacting securitization legislation – the Colorado Energy Impact Bond Act – concerning financing the retirement of coal-fired energy plants. Since 1998, state public utility regulators in Florida, Texas, West Virginia, New Jersey, and Wisconsin engaged Mr. Fichera to advise on the structuring, marketing, and pricing of over $11 billion in utility securitization in 13 global offerings - for electric market deregulation (Texas, New Jersey), environmental compliance (West Virginia), storm recovery and retirement of nuclear facilities (Florida). Saber is known as an expert and effective advocate for customer interests. Mr. Fichera has been invited to present before the National Association of Regulatory Utility Commissioners (NARUC) and the Society of Utility Regulatory and Financial Analysts (SURFA). He also served as the chief financial advisor to the Governor of California during the 2001 California energy crisis.A former Managing Director, and Principal at Bear Stearns & Co, Inc. with 17 years of investment banking experience, Mr. Fichera has advised Exxon, the S.E.C., Heidrick Automotive, Move, Inc., Tutor Perini, and Texas Instruments, among others. Mr. Fichera is a published author and commentator in New York Times, Wall Street Journal, Yale Management Review, and Barron’s including a guest commentator on financial news television/radio such as CNN, Fox, Bloomberg, and NPR. Fichera’s recent publication on The New York Times op-ed page, “The SEC Should Copy the DMV”, praised by columnists from both sides of the political spectrum. In April 2018, the National Italian American Foundation honored him with their Special Achievement Award in Finance. He has a BA from Princeton University and an MBA from Yale University.
