His focus has been on US Federal and Local asset capitalization and tax timing issues, including cost segregation, local personal property tax, ESG and IRA energy credits and incentives, repairs and maintenance analysis, purchase price allocations and valuations, accounting method changes, Like Kind Exchange consulting and program implementation, REIT related fixed asset issues, IRS safe harbour qualifications, IRS CAP Audit precertifications, and IRS controversies and audit defense.Joe has been instrumental in many of the fixed asset related positions and documentation approaches taken by PwC since joining the firm, and has over 2 decades of experience negotiating with the IRS at the Exam and Appeals level and generally participates or leads all PwC audits nationally in his technical specialty area.Joe was published in PwC’s Capitalization Regulation articles with BNA and has been a featured speaker for national and regional audiences for BNA, CCH, TEI, NAREIT, NYU Business School, Maryland AICPA and Maryland Bar association CE events, and PwC sponsored CE events in DC, Maryland, Virginia, Florida, Texas and North Carolina. He previously has been published in the Journal for Equipment Lease Financing on Like Kind Exchanges. He has been certified as an expert witness in arbitration for tax depreciation and cost segregation related issues.Prior to joining PwC, Joe practiced law in North Carolina with a concentration on tax, litigation and transaction services. He is an honors graduate of the University of Illinois and the Wake Forest University School of Law and he maintains an active law license.
