I am a Contract Specialist GS-1102-12 in the Construction Branch at Naval Facilities Engineering Command (NAVFAC), Officer in Charge of Construction (OICC), MCI East, Marine Corps Base (MCB), Camp Lejeune, NC. My duties include performing all pre-award, and post-award functions for market research, synopsizing the requirements, solicitation preparation, distribution, review of proposals, award of the contract, and contract administration (to include: modifications, terminations, and contract completion).I utilize the following computer databases to complete my work, PD2/SPS, Microsoft Office (all applications), FIS, E-Contracts, Access, etc.

a. I worked in the Facilities Support Contracts (FSC) Branch. b. Since August 2009, I have been initiating and completing pre award and post award work on Mini Multiple Award Contracts (MACCs) for construction work from $25,000 to $150,000.00. These contracts are firm-fixed price. c. I perform pre award functions (synopsis, solicitations (RFP's in PD2/SPS) amendments, various award write-ups, and award) for service contracts (i.e. Grounds Maintenance, and Shrub/flower bed maintenance, etc.). The contracts I award are firm-fixed price (FFP) with Indefinite Delivery/Indefinite Quantity (IDIQ) items also.d. I also perform post award functions (Modifications, task orders, exercising options, contract closeouts, in SPS/PD2, etc.) for service contracts (i.e. grounds maintenance, water well sampling and testing, railroad repair, crane maintenance, etc.).e. Initiated, prepared, presented. and trained Contract Specialists and Interns on how to closeout contracts in PD2, FIS, Access, and E-contracts. I am the office "go to guy" concerning this topic.f. Initiated and continue the Contracting Branch Newsletter on a quarterly basis.g. In 2008 and 2009, I am Chairman of the Christmas Party Committee. I organize lunch fund raisers, sell tickets, coordinate with the venue, DJ, food, and purchase door prizes. Last year's event was a success.h. Initiated and completed pre award and award functions for service contracts ranging from $1,000,000 to $95,000,000. All of these contracts were firm-fixed price/indefinite quantity contracts. 1. Base Operations Support Services (BOSS) for Naval Air Station, Panama City, FL. 2. BOSS Naval Support Activity, Millington (Memphis), TN 3. BOSS for Naval Station, Ingelside, TX. This was our Branch's first 2 step Multi-Advisory Acquisition Award, with 2 award term years. It was also our branch's first contract that utilized e-mall, to replace task orders. 4. Family Housing Maintenance, Naval Support Activity, Millington (Memphis), TNb. Acted as temporary supervisor during Branch Chief's leave; represented Branch at meetings.c. In the Capital Improvements (CI) Branch, awarded contracts for custodial services, elevator maintenance and water testing/coliform testing for Naval Air Station (NAS) Key West, FL.d. Responded to Contractor questions for solicitations by initiating amendments.e. Served as Chairman of all the Price Evaluation Boards; exercised options, negotiated wage adjustments and added funds to the contracts.f. Coached and mentored colleagues and interns in ratification of unauthorized commitments.g.
