Designed, coordinated and executed long-term legal capacity building projects with partner nation military forces and security sector organizations. Conducted legal assessments and program scoping, advised on engagement strategy and develop courses of action for complex engagement efforts tailored to the needs of the partner nation. Researched and analyzed applicable regional security cooperation policies, objectives, and engagement guidance. Senior Legal Counsel to the Commanding General on issues involving operation of all U.S. Army medical treatment facilities east of the Mississippi River, employing over 26,000 personnel providing care to more than 600,000 service members, retirees, and their families. Provide legal advice on subjects including administrative investigations, military justice, FOIA/Privacy Act/HIPAA, the Army Conference Policy, ethics and gifts, and medical quality assurance. Supervise 14 attorneys and 12 paralegals assigned to the regional headquarters, Womack Army Medical Center (Fort Bragg), Dwight D. Eisenhower Army Medical Center (Fort Gordon), and Winn Army Community Hospital (Fort Stewart).

As Chief of the Military Law Branch, provided legal support to the Commanding General, 12 additional general officers, and 8 senior executives on military law matters including jurisdictional issues, reviews of investigations and regulatory changes, Sexual Harassment Assault Response & Prevention initiatives, adverse administrative actions (reprimands, non-judicial punishment, and separation actions), and numerous general administrative actions impacting operations. Provided technical oversight and legal advice on military justice and related administrative law matters to attorneys at the Command’s 36 schools and centers and 13 installations across the country.

Designed, planned, and coordinated all strategic, international legal engagements for The Judge Advocate General and all JAG Corps general officers in accordance with the Army's Security Cooperation Strategy. Planned and coordinated more than 20 visits to the U.S. by senior foreign Judge Advocates and government officials. Provided fiscal law advice to Army Operations Directorate on strategic engagements with Latin America and on use of Official Representation Funds for visits from foreign officers. Taught courses at The Judge Advocate General’s Legal Center and School, the Naval Postgraduate School, and in international environments. Provided legal advice on international and operational law issues.

As Deputy Staff Judge Advocate, advised the Commanding General, principal staff, subordinate and other supported commanders on legal matters concerning the administration and operation of the command. Supervised and provided guidance regarding the administration of U.S. military justice, legal assistance, claims, operational law, international law, and administrative and civil law, as well as activities of Army personnel within the command. Conducted numerous bilateral engagements with senior members of the Japanese Ground Self-Defense Force and the Japanese Government.

Mentored resident students and assisted in the development of curriculum and training as an adjunct faculty member of The Judge Advocate General’s School. Represented The Judge Advocate General’s Corps as liaison with other government departments and agencies on matters of doctrine and force design. Analyzed and integrated lessons learned from training and combat operations into legal doctrine.

As Brigade Judge Advocate, advised Brigade Commander, staff and subordinate commanders on international and operational law, administrative and fiscal law, and ethics. military justice, Supervised one attorney and six paralegals. Assisted in the development of rules of engagement. Participated as a senior officer in the Targeting and Effects Working Group. Reviewed operations, contingency and exercise plans for compliance with domestic and international law. Personally trained more than 2,000 soldiers on the law of armed conflict, human rights, military justice and ethics. Trained, advised and assisted a partnered Iraqi Army brigade on detention operations and rule of law missions.

Provided criminal-defense service to members of the 10th Mountain Division as well as other soldiers stationed throughout the northeastern United States. Represented and advised soldiers on all types of military justice actions, to include courts-martial, administrative separations, reprimands, non-judicial punishment and other disciplinary actions.

Responsible for all military justice actions in a worldwide jurisdiction of more than 8,000 soldiers. Provided technical supervision to five Brigade Judge Advocates on issues of military justice. Advised commanders on military justice issues including courts-martial, memoranda of reprimand, administrative separations, non-judicial punishment and all other disciplinary actions. Advised investigating officers and commanders concerning investigations into violations of the Uniform Code of Military Justice. Responsible for the preparation of disciplinary reports and the periodical Commander’s Legal Update.

Directed all operations of the Fort Knox Legal Assistance Division, which provided legal support to a community of more than 150,000 active-duty and retired military personnel, and their families. Counseled clients on a range of issues included domestic relations, consumer law and the preparation of wills, powers of attorney and living wills. Assisted soldiers in preparing rebuttals to Army administrative actions including reports of survey, bars to reenlistment, and reprimands. Developed a standardized presentation and handbook clients contemplating divorce. Served as Officer-in-Charge of the Fort Knox Tax Center. Supervised 8 soldiers, 4 volunteers, and over 50 unit tax advisors.

Examined foreign communications/activity and relayed that information by producing combat, strategic and tactical intelligence reports. Organized intercepted messages and isolated valid intelligence.
