Serve as a contracted subject matter expert on multiple National Institute of Health (NIH) funded research projects. Knowledge areas include: Curriculum and measures development, tactical communications, emergency medicine, emergency operations, and industry practices.

• Founded the Emergency Services Department and served as Chief of Department.• Chairman of the Safety Committee and performed Safety Officer, Risk and Emergency Management functions. • Developed a high performance municipal model emergency services system for a temporary city of 68,000 people. This system includes Advanced and Basic Life Support (ALS & BLS), fixed wing and rotor wing transport resources, fire fighting, HAZMAT, rescue, dispatch, communications infrastructure, and mental health services.• Department management team exceeded 100 senior officers, managers, and supervisors.
