Interacted with the staffs of the Chief of Naval Operations, Secretary of Navy and Secretary of Defense in matters of human capital management through manpower, personnel policy, resourcing, training and education, and mission effectiveness which impacted 60,000 navy reserve personnel.-Supervised, managed and directed the day-to-day operations of six major departments: administration; manpower, personnel, training and education; legislative and congressional liaison; force strategy; information technology; and budget and finance. -Developed, coordinated, reviewed, evaluated, and analyzed all correspondence, briefs, papers, projects, and queries prior to presentation to leadership.-Provided advice, guidance, expertise, and recommendations for action to senior officials.-Planned and implemented congressionally mandated military/civilian manpower reductions across multiple reserve staffs at varying levels. Also served as subject matter expert across navy staff to ensure minimal impact of staff capabilities resulted from reductions.-Oversaw the planning, resourcing, communication strategy, and execution of the Navy Reserve Centennial encompassing over 200 nationwide events bringing forth $6 Million in exposure to the Navy.

Managed and led 80 military and civilian personnel, across multiple departments, responsible for planning and managing pay, personnel and policy processes and systems; resource management through oversight of force structure; personnel readiness and retention; personnel placement/assignment for over 60,000 personnel. Responsible for ensuring mission effectiveness through proper assignment of personnel to maximize job performance and establishing a strategic vision for the future.-Revised navy reserve policies to ensure they remained current with applicable laws and navy policy through the revision of the Navy Reserve Personnel Manual.-Developed and implemented functional separation of two underperforming organizations under a single command authority, better aligning manpower and thereby enabling each to focus on its primary mission. The realignment resulted in a dramatic increase in customer support and 10% manpower savings for reinvestment elsewhere.-Validated manpower and personnel requirements and Mission, Functions and Tasks for all staffs within Budget Office by reinvigorating the Shore Manpower Requirement Determination Process reviews across all echelons of the reserve force.-Saved over $5M in new manpower costs through workforce planning and resource optimization across two fiscal years.-Developed wholesale bonus and incentives policy changes in $600M program expansion as the lead reserve force member of Navy incentives working group. -Led the development of a new IT system that automated scheduling, approval and tracking of assigned work thus enhancing the ability to conduct sound data analysis.-Revised navy reserve policies to ensure they remained current with applicable laws and navy policy through the revision of the Navy Reserve Personnel Manual.
