Also provide training on how to take what is learn in the classroom and apply it to a real world experience.

Recommended design changes, cost analysis, life cycle performance and system support for installation of the Battle Management Center (B.M.C.) for the submarines "U.S.S. Michigan" and "Florida" to support the Navy SEALS. Microsoft software Excel and Project were used to investigated product cost, case scenarios and life cycle cost estimates. Do to the analyses, the project was completed within the $2M budget. The BMC replaced the ship's Inertial Navigation System (S.I.N.S.) which was removed in its entirety.Assembled a Bill of Material (B.O.M.) for the Permanent Motion Management System (P.M.M.S.) on the Destroyers. Developed the system without drawings and had no historical material list. Went through every electronic component and searched out vendors who manufactured the parts the most cost effectively. A problem arose when many of the parts were no longer made. Vendors that could support the PMMS installation were found and contracts were written under the Request for Quote (R.F.Q.). The system was to be installed on at least 20 Destroyers. Wrote training material for ISO 9000 with regards to electrical safety on submarines and shop safety. Also wrote Maintenance Work Packages (M.W.P.) for submarine equipment upgrades.Wrote training for shipboard electrical safety, welding on board a submarine, shop safety, connector/cable assembly, bifurcation and hot work on a submarine.Provided technical overview and support of the MWP for system installation on submarines. Developed a detailed analysis of the components in each work package for cost, delivery and form/fit/function.

Wrote the Instructor and Student Guide to support the Global Broadcasting System (GBS). This product was for the course “Transmit Suite Client”. It required the implementation of the NAVEDTRA 130 Standard. Wrote the pilot, crew and systems documentation under Naval Air Training and Operating Procedures Standardization (N.A.T.O.P.S.) for the Airborne Mine Neutralization System (AMNS) to be deployed from the MH-53 helicopter to destroy a mine. This was developed for the Raytheon Instructor to write the curriculum. Developed the Technical Data Plans (T.D.P.) for the new DDG 1000 Zumwalt Destroyer. The plans were developed for the Data Processing, Human Interface, Network Interface, Adaptation Interface, Close Gun Support, Advanced Gun Support, Vertical Launch, Decoy System, Electronic Modular Enclosure; Weapons Control System, and Information Security Elements of the destroyer. Identified and developed a marketing plan for an interactive trainer for submarine training at Submarine School. A peer and I became Six Sigma Specialists working together. We developed a method to check Interactive Electronic Technical Manuals (I.E.T.M.), by using parsers and schemers in Extensible Markup Language (X.M.L.). A Technical Manual was written; the cost savings was over 30% and the time to develop the manual was reduced in half. The company experienced the savings and all IETM's are now written and checked using the system based on our Six Sigma project.

Wrote technical documentation and developed graphics for the Servo Test Station for the U.S. Navy’s F/A-18 Super Hornet.This included operational and test procedures for the Electronics Control Cabinet to support the test fixture Hydraulics Station and the under-unit test fixture.This required a complete redesign of the entire backplane assembly and all cabling to upgrade the unit from analog to digital electronic format. First evaluation from the customer proved to be over 90% correct prior to physical inspection of the equipment.The manual was developed from engineering drawings and other technical documentation, including over 5,000 documents and drawings.

Assisted in developing/revising/improving the subject curriculum, researching and developing course material, and preparing material for presentation to trainees.Conducted classroom instruction at the assigned academic level, demonstrated clear understanding of the subject matter while following the approved curriculum. Used a comprehensive suite of activities and methods during classroom instruction including lectures, classroom practical applications, class or group discussion, group work, teacher or student led board work or presentations, student initiated question and answer sessions, demonstrations, audiovisual presentations and handouts.Evaluated the level of knowledge and understanding of approved curriculum objectives with tests, quizzes and written assignments. Prepared tests and quizzes with approval by senior instructors, using a range of question types (e.g., objectives and free-responses). Graded tests and quizzes per established departmental guidelines. Maintained and submitted, as required, complete records and reports of student grades, attendance, behavior, and progress using standard report formats as provided by the senior instructor or other authorized customer activity personnel.Called on by ADM Lotring, C.O. of Naval Submarine School and the Combat System Officer to respond to the Navy's Gray Beard Study. The Navy was experiencing accidents with submarines and asked several retired Naval Officers to look into the problem. They discovered many problems with training in Contact Management, Navigation, and Periscope Operations. I was called on to investigate over 15,000 hours of training and look at instructor quantification's. The report found several short comings and changes were made at Naval Submarine School because of my invistagation. The report was also submitted to the Chief of Naval Operations.

Designed and installed oil heat systems. The systems included Circulating Hot Water, Warm Air, Steam, Hyodro Air as wellas Heating Ventilation and Air Condition (H.V.A.C.).Provided service, upgrades. heat loss/gain calculations. Studied new technology for better performance to reduce oil consumption.

Negotiated costs and performed cost analysis on special projects, Research and development systems and engineering non conformance in the construction of a submarine. Assisted in the administration of contracts and provided technical expertise to the administration and legal team.Chaired staff meeting with the command, Electric Boat and many vendors. Briefed commanding officers and the crews of each submarine prior to sea trails and delivery. Expressed to them the complete status of the equipment being delivered. Also, informed them on what was going to be added at their Post Shakedown Availability (P.S.A.) when the submarine returned to the shipyard after ship qualifications. Worked with sources of supply, cost factors, and requirements characteristics. In addition duties included planning and scheduling work to the trades. Advised on all matters regarding financial policies, procedures,budget formulation,and execution for the DD 250 for SUPSHIPS to accept the submarine..Determined goals and objectives that needed additional emphasis. Oversaw the construction, testing, sea trials, and delivery of Los Angeles Class (SSN-688) and TRIDENT Class Sonar Systems. Delivered 13 submarine sonar systems total. Interfaced with two shipbuilders, vendors, and two design agents to redesign engineering non conformance on submarine Sonar systems.Lead Engineering Technician on the design and installation of Special Projects, such as Wide Aperture Array (W.A.A.), AN/BSY-1 (Main Sonar) Sonar System, first Thin-line Towed Sonar Array installation, and certification of NR-1 Deep Submergence Vehicle to locate and recover the Space Shuttle Challenger. Assisted in the redesign of the Trident D-5 conversion project.

Managed, supervised, performed, and developed policies and procedures for over 2,500 personnel. Provided training to develop a professional work environment for the procurement of supplies, services, construction, and research and development for NASA and military projects. Though I reported to the president of the company, I performed this with little to no supervision from him.Directed the development of planning, programming, and budget inputs. Ordered periodic financial fiscal reviews. Provided input into the procedures for emergent funding requirements review and resolution.Marketed, assembled and lead the team to develop a means to automate the Navy's OD45519 Curriculum Standard. The system was called "Computer Aided Authorizing System" (C.A.A.S.). The Navy purchased this system and calls it Authorized Instructional Materials (A.I.M.). Prior to CAAS, a curriculum revision or update would take from 4-6 months to reach a training command. CAAS allowed a revision turnaround to be as few as 48 hours.Provided supervisory and functional program guidance to Manpower, Budget, and Resource Divisions. Managed the overall planning, direction and execution of the goals and objectives for resource management programs. Became knowledgeable on laws, regulations, and methods used in Government contracting, business, financial accounting, and industry practices. In addition, tasked supervisory level personnel to make work schedule assignments, and provided instruction to first line supervisors. Directed the resolution of difficult and unusual work procedures. Trained personnel on the Federal Acquisition Regulations (F.A.R.) and the Defense Acquisition Regulations (D.A.R.). This training was required for all first line supervisors.

Supervised procedures for work involving the engineering and procurement of materials for the training environment in Jubal, Saudi Arabia to support the US Navy contract. The position required knowledge of foreign laws, regulations, and methods used in contracting; and knowledge of international business and industry practices.Developed (NAVEDTRA) 106 and 110 curriculum standards used to train the Saudi Navy.Marketed the Curriculum Instruction Standards Office (CISO), Naval submarine School, Groton, CT, to develop Stage V (Production) of OD 45519 Curriculum Development. Won a task order that developed into a full contract the company held from 1982 to 1995.

Started as a 3rd shift electrician. After completing a 6 month course in drafting, I was promoted to the drafting room to assist in the design to the Trident Class Submarines.Four years later I was selected into Dept 460 to be one of 10 out of over 3,000 qualified to be a Construction Support Engineer on the first Trident Submarine U.S.S. OHIO SSBN 726. My duties included but not limited to interfacing with the Navy, Vendors, engineering/design and the QA Departments.I held this position for over 3 years until the submarine was delivered to the Navy.ADM H. G. Rickover was influential in this appointment and making me honorary plank owner of the U.S.S.OHIO.
