Recommended design changes, cost analysis, life cycle performance and system support for installation of the Battle Management Center (B.M.C.) for the submarines "U.S.S. Michigan" and "Florida" to support the Navy SEALS. Microsoft software Excel and Project were used to investigated product cost, case scenarios and life cycle cost estimates. Do to the analyses, the project was completed within the $2M budget. The BMC replaced the ship's Inertial Navigation System (S.I.N.S.) which was removed in its entirety.Assembled a Bill of Material (B.O.M.) for the Permanent Motion Management System (P.M.M.S.) on the Destroyers. Developed the system without drawings and had no historical material list. Went through every electronic component and searched out vendors who manufactured the parts the most cost effectively. A problem arose when many of the parts were no longer made. Vendors that could support the PMMS installation were found and contracts were written under the Request for Quote (R.F.Q.). The system was to be installed on at least 20 Destroyers. Wrote training material for ISO 9000 with regards to electrical safety on submarines and shop safety. Also wrote Maintenance Work Packages (M.W.P.) for submarine equipment upgrades.Wrote training for shipboard electrical safety, welding on board a submarine, shop safety, connector/cable assembly, bifurcation and hot work on a submarine.Provided technical overview and support of the MWP for system installation on submarines. Developed a detailed analysis of the components in each work package for cost, delivery and form/fit/function.

    Wrote the Instructor and Student Guide to support the Global Broadcasting System (GBS). This product was for the course “Transmit Suite Client”. It required the implementation of the NAVEDTRA 130 Standard. Wrote the pilot, crew and systems documentation under Naval Air Training and Operating Procedures Standardization (N.A.T.O.P.S.) for the Airborne Mine Neutralization System (AMNS) to be deployed from the MH-53 helicopter to destroy a mine. This was developed for the Raytheon Instructor to write the curriculum. Developed the Technical Data Plans (T.D.P.) for the new DDG 1000 Zumwalt Destroyer. The plans were developed for the Data Processing, Human Interface, Network Interface, Adaptation Interface, Close Gun Support, Advanced Gun Support, Vertical Launch, Decoy System, Electronic Modular Enclosure; Weapons Control System, and Information Security Elements of the destroyer. Identified and developed a marketing plan for an interactive trainer for submarine training at Submarine School. A peer and I became Six Sigma Specialists working together. We developed a method to check Interactive Electronic Technical Manuals (I.E.T.M.), by using parsers and schemers in Extensible Markup Language (X.M.L.). A Technical Manual was written; the cost savings was over 30% and the time to develop the manual was reduced in half. The company experienced the savings and all IETM's are now written and checked using the system based on our Six Sigma project.

    Wrote technical documentation and developed graphics for the Servo Test Station for the U.S. Navy’s F/A-18 Super Hornet.This included operational and test procedures for the Electronics Control Cabinet to support the test fixture Hydraulics Station and the under-unit test fixture.This required a complete redesign of the entire backplane assembly and all cabling to upgrade the unit from analog to digital electronic format. First evaluation from the customer proved to be over 90% correct prior to physical inspection of the equipment.The manual was developed from engineering drawings and other technical documentation, including over 5,000 documents and drawings.

I was called on to investigate over 15,000 hours of training and look at instructor quantification's. The report found several short comings and changes were made at Naval Submarine School because of my invistagation. The report was also submitted to the Chief of Naval Operations.
