Master on Defense and Security, from the Inter-American Defense College, (June 2022) a midterm postgraduate studies for Americas Leaders, of 14 nations, with, at least, 20 years of experience in Defense, Security, and Diplomacy. I have been an alternate representative at the Inter-American Defense Board and reopened the position of Venezuela in the oldest Multilateral Organization.I am an expert on Civil-Military relations. I participated in hemispheric meetings on cyber security, Natural and Human Disasters, Money Laundry, Violence Against Women and Kids, Natural Disasters, and Migrations. I have been a public information advisor to Defense Ministers and Foreign Affairs Ministers of Venezuela, and General Director of Public Information of the Minister of Foreign Affairs of Venezuela (1991-1994). I have been Executive Director of the Media Commission of the National Congress of Venezuela. Coordinating works on freedom of the press and reviewing the law concurrency on a free press. I was a diplomat on multilateral issues before the United Nations and the Organization of American States. I also served in a bilateral capacity in the USA, Korea, Japan, Belgium, Germany, the UK, Argentina, Brazil, Colombia, Ecuador, Guyana, Nicaragua, and Suriname.
