Josh served as Branch Office Manager for the Indianapolis office of URS Corporation, prior to its acquisition by AECOM in 2014. As Branch Manager for one of the world's largest and diverse A&E firms, he was responsible for operations, short and long term strategic planning, business development, growth, operations, and overall management of an office that offered environmental services, water and wastewater engineering, architecture, and transportation design. From 2014 to 2015, he managed the local office transition to AECOM and was retained as Water Operations and Business Development Lead for the Indianapolis Office under a new business line matrix and retained the role of Site Manager for the Indianapolis Office.

As General Manager and Division Director for the Indianapolis Office of EMH&T, Josh provided general strategy development and direction to a diverse team of engineers, designers, surveyors, and landscape architects. He was accountable for the profitability, loss, and growth of the Indianapolis office of EMH&T, which at that time was one of four regional offices of a 300+ person engineering firm. As GM, he was responsible for branch office P&L, practice diversification, client diversification, resource leveling and efficiency targets, business development, personnel leadership, client management and issue resolution, human resources, hiring/termination, strategic planning, budgets, and overall office administration. Additionally, he continued to serve as the Strategic Partner and Environmental Advisor to the IACT Board of Directors, coordinator of the IACT Environmental Committee, and member of the Legislative Committee.

Josh served as Director of Business Development for six Indiana offices of CBBEL. He also functioned as a Senior Resource Planner, providing periodic input and guidance on several projects. A portion of his time was dedicated to tracking, advising, and testifying on environmental policy on behalf of the Indiana Association of Cities and Towns. He established and grew a business development, client services, and marketing department for this growing civil engineering firm. He directed and coordinated sales strategies, service line diversification strategies, project funding, client targeting, marketing processes, advertising, and events for six Indiana offices. A unique combination of experience in political affairs, planning, engineering, and water resources management enabled a broad understanding of both client and service provider needs. Notable efforts included: •Provision of critical team role in growth and office expansion.•Design, establishment, and expansion of a previously non-existent Business Development Department, which now includes project funding and marketing managers.•Redesign and establishment of business development strategies, procedures, and budget.•Development and implementation of annual strategic business development plan, departmental functions, new hires, and marketing materials.•Establishment of a semi-annual Indiana newsletter.•Exponential expansion of firm’s network and exposure among local government decision-makers and companion firms.•Establishment of exclusive, contractual partnership with Indiana Association of Cities and Towns.•Active participation in Indiana Conference of Mayors, Indiana Association of Cities and Towns, Association of Indiana Counties, and similar venues.•Design, establishment, and presenting sponsor of the Indiana Association of Cities and Towns Green Communities Initiative.

Prior to selling the firm and joining Christopher Burke Engineering, LLC in 2003, Josh served as President of Goode & Associates, Inc., which he established in 1997. Goode & Associates employed experts in the areas of land use planning, water quality monitoring, GIS mapping, watershed planning, stormwater permitting, wetland permitting, wellhead protection planning, NEPA, and environmental policy for local governments. Typical projects involved watershed coordination and management, water quality analysis and regulatory compliance, land use management as it relates to water quality, stormwater and groundwater management planning, wellhead protection management planning, public involvement programs, and local environmental policy assistance. Several watershed management plans prepared by Goode & Associates continue to qualify local projects for federal and state funding. Sample clients included the Cities of Fort Wayne and Indianapolis, Indiana; Hamilton and Morgan Counties in Indiana; the Indianapolis Water Company; and collaborated with Toledo, Ohio and other northwest Ohio municipalities.

During his first three years serving as President of Goode & Associates, Inc., Josh was exclusively contracted (via Goode & Associates, Inc.) to the City of Indianapolis, Department of Public Works/Mayor's Office. There, he provided environmental policy assistance to the Public Works Director and the Mayor's Environmental Advisor, conducted interdepartmental teaming, provided regional/local government watershed program management and collaboration, and served as the City’s representative to other regional local governments sharing regulatory concerns. A team of four staff was ultimately assigned to support integration between city departments, environmental policy initiatives, regional government collaboration, and the City’s stormwater NPDES permit requirements.

Josh designed, developed, and implemented a pilot program based on an EPA grant and IDEM/IACT contract. He worked with municipalities and small businesses throughout Indiana and served as a liaison, confidential regulatory compliance consultant, and project coordinator between IDEM, EPA and municipalities and small businesses for environmental projects and permitting issues. He established regional municipal partnerships based upon shared watershed areas. The Circuit Rider program was awarded the Council of State Government's Innovations in Government Award after its first year of existence.

Josh served as Environmental Policy and Compliance Manager for 64 facilities and operations of the 123rd Army Reserve Command (now the 88th RSC) in Indiana and Michigan. He managed Environmental Compliance Assessment System (ECAS) reporting, environmental and engineering congressional funding – AR200, and overall practices and projects for various facility types in locations throughout two states.

Josh was an Environmental Analyst for this Indianapolis-based Civil Engineering firm. He served on Indiana Department of Transportation (INDOT) project teams with design engineers for bridge, road, and wastewater treatment projects. He prepared Environmental Assessments, which were approved for various transportation projects (roads and bridges) throughout Indiana. He performed wetland delineations and mitigation design, feasibility studies, NHPA Section 106 documentation, and CWA Section 401 and 404 applications in support of NEPA-driven requirements.

While at Chem-Care, Josh performed outside sales for this hazardous waste management/TSDF brokerage firm in Indianapolis, IN.

While at Applied Technology, Josh managed the preparation, planning, and field supervision of hazardous waste sampling, profiling, manfesting, and transportation from military bases in Indiana, Michigan, and New Jersey to TSDF facilities throughout the U.S.
