About Josh Hackett

Josh Hackett has more than 20 years of strategic IT and business consulting experience with special focus on DoD clients. He has led and been a part of a wide range of projects that cross the spectrum of strategic planning, acquisition support, and program management supporting clients across many different echelons of DoD and Federal Government organizations from CIO-level executives to program managers leading technology implementations. Josh has been instrumental in shaping and developing DoD and Army Acquisition policy focused on streamlining and tailoring Acquisition processes and decision points for Defense Business Systems. Josh is currently a Partner at ZYGOS Consulting LLC. Prior to joining the ZYGOS team, Josh was an Associate Director with Gartner, Inc., the world's largest research and advisory firm for information technology products and services. His roles included leading project teams made up of consultants and research analysts in performing Strategic Planning, Business Case Analysis, and Analysis of Alternatives for both commercial and Federal Government clients. Preceding his time at Gartner, Josh was an IT project lead for Binary Group, a boutique defense-focused consulting firm. During his tenure with Binary Group, Josh led the functional requirements development for the Army's Defense Knowledge Online (DKO)/Army Knowledge Online (AKO) portal projects—supporting the identification, creation, and formulation of new capabilities and enhancements. Josh cut his teeth in the world of strategic IT consulting in 2003 with his work at Booz Allen Hamilton where he worked with DoD clients on engagements ranging from strategic organizational redesign/change to system architecture.Josh earned a Bachelor of Science in Engineering (Civil/Structural) from Case Western Reserve University in Cleveland, Ohio. He is a Project Management Institute certified Project Management Professional (PMP®), holds a Foundation Level qualification in IT Infrastructure Library (ITIL®) V3, and is cleared at the DoD TS/SCI level.

The analysis included the development of a weighted evaluation model with detailed criteria to assess the current APS functions of the AWRDS system and in regards to two possible courses of action (COAs) which included modifying the current Logistics Modernization Program (LMP) system or the baseline “to-be” functions for the Global Combat Support System-Army (GCSS-Army). As part of this analysis, ZYGOS developed a detailed cost and benefit-estimating model to support the analysis and recommendation. This cost model took into account current costs for the systems in each COA and used a mix of bottoms-up engineering, parametric, and analogy cost estimating approaches to estimate lifecycle costs for each COA.
