Josh partners with private and public sector clients to navigate regulatory and policy challenges and advance innovative energy and climate projects. Josh’s energy and climate law practice includes regulatory, permitting, municipal and state agency, and transactional matters. He received a dual JD/MBA with a central focus on energy, climate, and business. Josh brings nearly 10 years’ experience in the offshore wind industry and Maine’s energy, environmental, and government sectors to his practice. Josh is admitted to practice in Maine, Massachusetts, and New York.Josh maintains a strong network within Maine’s energy policy, environmental nonprofit, economic development, legal, technical services, and municipal and state government communities.Prior to joining the firm, Josh consulted with several highly entrepreneurial small business, nonprofit, research and development, and state and municipal government organizations in Maine, including the Maine International Trade Center. For nearly 10 years, Josh worked at the University of Maine on a U.S. Department of Energy-funded effort to commercialize floating offshore wind technology in the Gulf of Maine. He assisted with stakeholder engagement and project management aspects of the Maine Aqua Ventus project. Through this work, Josh developed specific technical knowledge on offshore wind and the Gulf of Maine–including its complex stakeholder landscape–and national trends in the offshore wind industry. Josh served as a city councilor in Bangor, ME, from 2013-2016. He campaigned on sustainability and cultural development as economic development. He chaired the Infrastructure Committee and Government Operations Committee. While on the council, Josh championed a solar energy summit for regional municipal leaders through a partnership with the U.S. Department of Energy. Josh is a member of Maine Development Foundation’s Leadership Maine Chi Class. He has served on several nonprofit boards in the greater Bangor region, including the Bangor Symphony Orchestra and Bangor Greendrinks. He most recently served on the board of Temple Beth El in Portland, Maine.
