Managed the engineering development of C4ISR communications systems aboard new construction Arleigh-Burke Destroyers (DDG) and Coast Guard Heavy Polar Icebreakers (HPIB), consisting of new system design, periodic design reviews, test planning, cable block diagrams, cable run sheets, cabinet outline and installation drawings, one-line power drawings, and TEMPEST. Resolved issues arising in the fleet, conducted impact & feasibility studies, and provided technical support for NAVAIR programs. Responsible for the development and management of engineering budgets, submittal of monthly status and financial reports, and Earned Value Management (EVM) tracking.

The Maryland Broadband Cooperative (MDBC) is a public/private partnership to promote economic development through the deployment of technology supporting infrastructures.Our Mission is to drive economic development through universal, open access to broadband services via a fiber optic network that serves rural Maryland by building an advanced, world-class broadband network across the rural communities of Eastern, Southern, and Western Maryland supported by its Members who provide Last Mile service.

-Managed the development, implementation, and support of technical projects for the Technical Services, Operations, IT, Security, and Metering departments.     -Responsible for all IP & SONET networks that carry traffic for WANs, SCADA, Video Surveillance, Telemetry, and other applications deemed necessary.      -Built resilient, self-healing networks through the use of Layer 2 & Layer 3 techniques, including but not limited to STP, HSRP, GLRP, Dual-Homing, and dynamic routing protocols.   -Designed and supervised construction of OPGW and ADSS fiber spans, which includes splicing specifications, cable run sheets, equipment layout, and network configuration drawings.     -Upgraded the VHF land mobile radio system to the digital MotoTRBO Linked Capacity Plus system, incorporating features such as GPS-tracking, increased channel capacity, text messaging, and over-the-air programming for a fleet of over 200 vehicles.     -Upgraded the Telex VoIP dispatch system to the Neocom TRBOnet dispatch system, allowing for a better dispatcher interface and full use of MotoTRBO features.     -Conducted RF Propagation Analysis on VHF, UHF, and microwave systems to predict regional coverage, path loss and point-to-point link performance.     -Configured and maintained the main and backup Operations Center communications systems.

-Developed tactical voice and data communications systems composed of HF, VHF, UHF, SATCOM, microwave, IP, fiber, or a combination thereof to meet customer requirements while balancing technical, schedule, and cost constraints.     -Designed several systems for foreign military agencies using Harris Falcon II/III portable & vehicular radios, HCLOS links, and interoperate with other non-Harris products.     -Integrated devices into Harris FalconCommand & Northrup Grumman C2PC Command & Control platforms.     -Worked directly with customers, sales team, program management, and other engineering teams to ensure a cost-effective, technically sound product is delivered on-time and within budget.     -Generated proposals, system diagrams, white papers, cost/risk analysis, and other supporting documentation where necessary.

-Responsible for the design, testing, and implementation of all SONET self-healing networks that carry traffic for multiple WANs, SCADA, Transfer Trip, Video Surveillance, Telemetry, Metering, and other applications deemed necessary.-Generated and revised engineering drawings and documentation, including OPGW and ADSS fiber route planning, splicing specifications, cable run sheets, equipment layout, and network configuration drawings.-Designed Automated Metering Infrastructure (AMI) communications backbone, leveraging SONET, microwave, and Telco MPLS systems to form a high-bandwidth, fully redundant system. -Developed new VHF Land Mobile Radio system, including Telex Radio over IP (RoIP) consoles and gateways, and Raytheon voters.-Conducted RF Propagation Analysis on VHF, UHF, and microwave systems to predict regional coverage, path loss and point-to-point link performance.-Configured and maintained the main and backup Operations Center communications systems.

-Provided engineering support for the development and integration of commercial and military communications equipment and systems. -Support functions included circuit design, writing white papers and technical documentation, design validation, and generation of drawings and cable run sheets using AutoCAD.-Experience in designing and building IP Networks – Configured LANs for both tactical and fixed-site military installations. -Trained contractors and military personnel on how to properly configure tactical LANs and locate network faults.

-Assisted in product design, development, and production of UWB (Ultra-Wideband) DS-CDMA systems.-Constructed and tested prototype units from schematics, assembly drawings, procedures or verbal instructions from design engineers.

-Responsibilities as Lead Technician included component level troubleshooting of both electronic and optical components of DS-1, DS-3, and OC-3 to OC-192 SONET line cards, supervision of test technicians, knowledge of chipsets used for data transfer, and recommending hardware & software changes where necessary.

-Recognized for subject matter expertise and leadership, advancing four rates in three years (E-1 to E-5).-Managed 8 personnel as Workcenter Supervisor.
