Under administrative direction, the Director plans, organizes, coordinates, and directs activities of the Public Works Department. Oversight of seven divisions within Public Works, including Administration, Engineering, Fleet Services, Land Development, Road Maintenance, Solid Waste, and Surveys.

Appointed by the Board of Supervisors, duties include managing, organizing, and directing the assigned functions of the Public Works Department. Responsible for the management of approximately 65 employees and oversight of roads maintenance, engineering, capital improvement, land use and surveying, and fleet services divisions as well as numerous special road and street lighting maintenance districts. Function at a full management level and responsible for all professional and technical projects, staff, and operations within the various divisions, including numerous, varied, and complex projects and programs. Responsible for the county’s Municipal Separate Storm Sewer System program. Engage in staff development efforts, employee disciplinary action, and employee performance. Advise the Board of Supervisors on a broad range of public works and related issues. Prepare staff reports, resolutions, agreements, contracts, ordinances, etc. for Board approval. Attend Board and Commission meetings and conduct public presentations as necessary.

Under general direction by the Director of Public works, duties included managing, planning, organizing and directing the assigned functions of the engineering and roads maintenance divisions. Prepared and managed budgets of six separate budget units, including engineering, roads maintenance, CIP, surveying, special road maintenance districts, and road mitigation fee programs. Function at a full management level and responsible for all professional and technical projects, staff, and operations within the departments, including numerous, varied, and complex projects and programs. Responsible for the administration, planning, coordination, and success of engineering and road maintenance related projects and activities. Managed up to 50 permanent and seasonal roads engineering and maintenance staff. Advised the Board of Supervisors on a broad range of public works and related issues. Prepared staff reports, resolutions, agreements, contracts, ordinances, etc. for Board approval. Attended Board and Commission meetings and conduct public presentations as necessary. Served as County’s Public Information Officer (PIO) from 2015 thru 2017.

Under general direction from the Deputy Director of Community Development, responsible for technical management of engineering and traffic operations, design and planning including signal system design and operation, traffic data management, and congestion reduction programs. Managed traffic engineering department staff. Prepared staff reports, resolutions, agreements, contracts, ordinances, etc. for city council approval. Attended city council and commission meetings. Conducted public presentations and provided staff support as needed. Conducted outreach meetings and coordinated with local residents and interest groups on high profile politically sensitive programs, projects and issues.

• Responsible for the day-to-day operations of the City’s Traffic Operations Center (TOC) and traffic signal systems, including the management of the City’s Traffic Operations Center, preparing traffic signal timing and coordination programs, etc.• Management of the City’s Annual Traffic Calming Program. Conducted public outreach programs and public workshops, coordinated design efforts with neighborhood representatives, presented reports and updates to the City Council.• Manage and/or review dozens of traffic related projects, including design of traffic signal and interconnect systems, signing and striping, median modifications, management of signal construction projects, ITS improvements and modifications, etc.• Worked with local and regional partners in coordinating regional projects.• Worked with developers and consultants in the preparation of traffic studies, identified scope of work and mitigation measures related to developments, etc.• Responsible for applying and managing various bikeways and transportation grants.• Direct supervision of the City’s Senior Traffic Engineering Technician and directed City’s traffic signal and Striping maintenance staff in traffic related maintenance work.• Responsible for programming and budgeting transportation projects in the CIP.

Acted as project manager or project engineer on a variety of small and medium-sized PS&E projects and as a staff engineer on large-scale PS&E projects. Acted as a project manager or project engineer on a variety of operational and planning projects (signal timing projects, traffic impact studies, etc). Collaborated on a variety of efforts in the non-technical efforts of FPA, including employee recruitment, interview process, supervision of support staff, training, etc.

• Performed routine design duties and project management for a wide variety of public works CIP projects, including roadway improvements, sewer and water line improvements, traffic signals, signing and striping, etc. • Performed project management and review for the City of Pittsburg in the design and construction phases of various CIP’s.• Acted as project coordinator for the City during design and construction phases of the State Route 4 improvement project.• Developed local city ordinances and policies, including a Preferential Residential Permit Parking program, a Citywide Speed Hump Policy, and a Computerized Traffic Collision Database and Analysis System.• Technical support to the City Traffic and Circulation Advisory Committee and Chairman of staff level Traffic Committee.

Performed manual and computer generated geometric designs for Project Study Reports (PSR's) and the preparation of PSR's for the District.
