Oversaw migration of projects into the production environment.• Implemented plan to grow and enhance our Network Operations Center to improve cybersecurity, change management, operational synchronization, and network expansion during hostilities in Ukraine. Advised or participated in numerous project teams to bring capabilities into the production environment.• Served as operations lead during migration from Remedy to ServiceNow for our enterprise ticketing system.• Also served as Training Program Manager, responsible for managing over $1 million budget and executing the organizational training strategy for both civilian and military technical and professional training requirements.

Tucson, Arizona Area

Lead Strategic Planner for NETCOM, responsible for future operational and strategic planning in support of global network requirements for the US Army. Responsible for developing, maintaining, and executing the command's war, contingency, and exercise signal plans; advises the Commander on battle staff operations in support of global operations. Advises, develops, and defends resource requirements to accomplish current and planned operations. Develops and recommends prioritization of communications resource requirements within the command to drive Network Modernization globally and set conditions for implementation of Zero Trust. Represents the command at General Officer level meetings to present the command's position, attain cooperation, and negotiate mutually acceptable solutions to issues. Accomplishments include:• Hand selected to lead NETCOM’s response to COVID-19 to quickly adapt the Army’s global network to the sudden, massive teleworking requirements. Employed new collaborative tools like MS Teams and established initiatives for future BYOD (bring-your-own-device) and CSFC (commercial solutions for classified) efforts. Coordinated strategic communications to ensure synchronization with a user base exceeding 500,000 users. Resulted in improved teleworking capacity and capabilities globally, and garnered the command praise from senior leaders across the Army for the rapid, observable results. • Initiated efforts to better align NETCOM’s IT requirements validation processes with Army requirement validation processes, which will improve predictability of resourcing and reduce long-term project costs.• Led NETCOMs efforts to improve global network operations by helping to restructure the Army DODIN Operations Center, as well as planning the relocation of 7th SC(T) to operate as an additional Network Operations node at Fort Meade, MD to improve integration with the joint community as well as the planning, synchronization and operations on the network.

Wiesbaden Area, Germany

Responsible for oversight of all aspects of daily operations, planning, mission execution, cybersecurity, network engineering, project management, change management, configuration control, process improvement, program management, budgeting and training as the Army’s IT service provider supporting Europe and Africa, directing operations for a 1700-person workforce. Scope of responsibility includes all facets of service delivery supporting over 30000 subscribers across 22 countries with multiple regional nodes and two enterprise data centers.• Directly managed over 100 subordinates, including Project Management Office, Plans, Network Operations, Network Engineering, Cybersecurity, Enterprise Service Desk teams and more. Provided guidance and direction, monitored performance, conducted counselings and built a cohesive, high-performing team after a period of significant organizational turbulence.• Directed a Project Management Office that executed over $100 million in network modernization projects and comply-to-connect-enabling projects on a live production network using Agile and other methodologies while continuing to support world class service delivery to critical no-fail missions and customers. Managed risk with stakeholders while negotiating tough budgetary resourcing and prioritization decisions.• Achieved 100% deployment of Windows 10 faster than every other theater in the Army. Planned follow up deployments of UEFI, TPM, Secureboot, CISCO ISE, and other technologies supporting Comply-to-Connect policies. • Improved ticket processing and customer satisfaction scores while reducing down-time during outages by reworking both organizational structure and our operating procedures, while also passing all cybersecurity inspections.• Improved reporting and tracking of critical infrastructure while developing a risk mitigation plan to overcome aging equipment until funding was available to modernize HVAC and power systems.

Wiesbaden, Hesse, Germany

• Responsible for the oversight of daily network operations, exercise support, training oversight, and future planning for the Army’s IT service provider in Europe and Africa.• Hand selected to plan and lead the restructuring of communications support in Europe. Resulted in saving 87 positions for the Army while reinvesting another 25 higher in the enterprise. Saved over $9 million annually while improving global network support to the Army. Commended by senior leaders across Europe for the orderly execution of a difficult reorganization without disruption to network support.

Rock Island

Responsible for providing guidance, policy, and resourcing to nine subordinate training support brigades to support training, readiness, and mobilization oversight of all Reserve and National Guard IT Soldiers supporting requirements worldwide. Supported deployments to both overseas contingency operations and homeland support missions, and provided mentorship to other senior communicators throughout the reserve components.• Lead communications planner for First Army while drastically restricting and reshaping the Army’s concept for providing Active Component support to the Reserve Components. Led a strategic realignment initiative which reduced redundant manpower, while reallocating personnel to fill more critical skill sets. Resulted in a more efficient organization capable of providing quality communications mentorship to the reserves.• Developed a new program for evaluating and tracking the mission command systems of reserve that provided Department of the Army, Program Executive Officers, and Forces Command improved visibility of reserve component unit readiness and enabled improved program-level support to reserve units during train-up events, resulting in improved readiness and observed improved performance at major training events.

• Responsible for the training, readiness, logistical and administrative support to over 100 tactical communications teams and systems. Oversaw logistical planning and execution required in deploying ~300 troops overseas.• Published new comprehensive Standard Operating Procedures and a new team-level training and certification program, which resulted in an average 75% decrease in time to deploy and establish IT services to deployed customers. Training program adopted by other like units across the Army.• Commended for quickly reorganizing the battalion against a custom mission requirement and rapidly deploying across seven different countries throughout the Middle East.

Fort Gordon, Ga

• Responsible for the design, resourcing and execution of nine different programs of instruction that comprise the Professional Military Education curriculum for Officers in the US Army Signal Corps• Implemented a faculty development program which resulted in improved student feedback evaluations• Established a Digital Master Gunner course focused on integrating new systems, resulting in improved capability across the Signal Corps. Praised by many students as “the best technical course in the Army.”
