The Open Government Federal Advisory Committee serves as an advisory body to the GSA Administrator on federal open government and public engagement efforts.

Grew highly technical team to develop industry-leading scientific software and instituted new company practices and policies to create a positive environment that accelerates team members’ individual growth and company objectives. • Instituted modern software development methodologies and tools including continuous integration, test-driven development, and peer code review • Led product design, technical vision, and monthly/yearly roadmaps to complete next-generation products. • Fostered environment accelerating team members’ growth. • Led client trainings, represented company to external stakeholders, and led technical writing for trade publications. • Developed innovative new algorithms for structural analysis.

Created a nationally recognized user-friendly website for tracking the activities of the United States Congress, used by more than 10 million people—the public, organizations, journalists, and congressional staff. Advocated for transparency and created lasting change in government. • Created first comprehensive open data and API on 400,000 bills in Congress. • Developed new quantitative (e.g. statistical analysis) and qualitative (e.g. research and communication) methods for analyzing the activities of Congress. • Testified before the United States House of Representatives House Select Committee on the Modernization of Congress; presented work numerous times at conferences. • Provided leadership in government transparency that created enduring change throughout government, including Congress’s official bulk data and APIs as a direct result of my work. Wrote first book on open government data (in 2012) which was cited by Congress in the drafting of the Open Government Data Act enacted in 2019. • Quoted in the national news media and inside-the-Beltway publications countless times. • Directed 3 part-time researchers. • Manages and monitors organization's budget.

Appointed by Mayor of District of Columbia to serve on District of Columbia’s Open Government Advisory Group and advise District’s Chief Data Officer and Mayor on open government data and enterprise open data issues. • Wrote open government data stakeholder recommendations which the advisory group adopted as one of its few formal recommendations based on agency stakeholder interviews.

Created zero-maintenance website for equitable public access to taxpayer-funded Congress’s “CRS” research reports. • Developed daily scraper for new reports, open data, document previews, and fast search. • Developed novel automated PDF redaction Python open source library to remove names, phone numbers from reports. • Recognized as key advocate of successful effort that led to creation of official CRS reports website by Congress.

Supported DHS-funded startup reducing cost of cybersecurity compliance for federal agencies and contractors, later acquired by $20M company. • Designed and developed web application from rapid prototyping through customer testing. • Used iterative development to meet the needs of several enterprise clients. • Developed novel data model for recording enterprise cybersecurity compliance based on NIST Risk Management Framework (NIST SP 800-53) and FIPS 199 security categorization. • Transformed NIST SP 800-60 Vol. 2 text into data powering proprietary automated privacy impact assessment (PIA) system.

Created first platform for “conditional” political donations tied to official actions taken by legislators, i.e., their votes on legislation. • Integrated open government data with a financial transaction API. • Developed technical solutions navigating a complex legal and compliance landscape.

* Developed internal tool for the U.S. House of Representatives Office of Law Revision Counsel that compared two versions of law in XML looking for differences. * Wrote a report surveying open government initiatives for a large organization (2014-2015).

Co-founded annual hands-on technology training event for ~300 open data enthusiasts in the District of Columbia. Participants learned to transform public data into new ways to gain actionable knowledge about communities and global challenges. Recruited presenters, secured sponsorships, and managed budget. • Expanded the field of civic technologists by creating a successful on-ramp. • Elevated the careers of participants by creating opportunities for professional leadership experience. • Many of the participants later joined federal agencies.

Created first official open data for District of Columbia’s municipal laws, including novel XML data schema and publishing workflow, and precursor to DC’s current official codification system. • Established data and new workflow for the Council’s codification process that improved public access to the law and reduced cost. • Performed first-ever GitHub commit that changed authoritative law.

Recruited by U.S. Department of Health and Human Services (HHS) to help build HealthData.gov, a public data enterprise inventory management platform that was a part of President Obama’s federal-wide open data effort and led the effort to create a semantic web API.

Led a 3-person product team to create an online advocacy platform helping Americans to send hundreds of thousands of letters to Congress. Won a social media tech award at the 2011 SXSW Accelerator.
