Promote and provide a range of consulting services designed to improve P&L for client companies as well as run effective, efficient and economical operations utilizing a trademarked methodology.Client sectors include: government, medical groups, IPAs, hospitals, medical tourism companies and Health IT companies (including international health care organizations).Brokered several deals for hospitals that have increased revenues and bottom line.Helped put together a call center in India that services Health Care Organizations.Created a business plan for “Medical Tourism” in Guatemala.Provided strategic advice and input to many health care organizations throughout the world.

Brought in to define, articulate and drive strategic plans to achieve multiple corporate goals impacting top and bottom line drivers such as efficiency, productivity, quality and customer satisfaction. Directed the activities of 650 employees (14 Direct Reports), controlled a $13B budget in physician, ancillary and hospital contracts for over 9,000,000 members. Scope of duties included provider relations and services, clinical strategies and operations, cost of care management and provider database operations in a tri-state region including Blue Cross of CA, Anthem Blue Cross and Blue Shield of CO & NV.

Appointed by President George W. Bush to represent the Secretary of Health and Human Services in official dealings with State (Governors), Local (Mayors), and Tribal governmental organizations.Oversaw the activities of 1200 employees and controlled a $60B budget in a region that included: AZ, CA, HI, NV as well as Guam, American Samoa, Commonwealth of the Northern Mariana Islands, Marshall Islands, Republic of Palau and the Federated States of Micronesia.Departments/Services included: Medicare, Medicaid, Aging, FDA, Civil Rights, Children & Families, Office of Inspector General and Indian Health.

Scope of operations included combined staff of 450, 4 medical groups, one drug treatment facility, 4 HIV medical centers, 13 services sites, and 2 mobile units. Directed overall Medical Provider Network and coordinated all physician group office activities, managed all fiscal matters for all medical sites, and resolved non-medical physician issues

Served as the CFO of the largest multi-specialty group in the San Gabriel Valley (West Covina Medical Group). Oversaw 200 employees and all financial aspects of clinic and medical groups including treasury, budgeting, capital expenditures, audits, tax reporting, accounting, purchasing, 401k plans, payroll and insurance. Served as key member of the Board of Directors.

Managed a $70M budget and several financial management functions and coordinated care for 98,000 enrollees. Successfully completed the TriCare conversion, with full accountability, from the CHAMPUS Program (Civilian Health and Medical Program for the Uniformed Services). At the time, TriCare was the new managed care program that eventually replaced CHAMPUS throughout the United States as latest insurance program for Active Duty dependents, Retirees and their dependents. The conversion worked so well, that it is now a major part of health care delivery in the United States, with most of the larger Health Insurance companies bidding for the lucrative contracts.
