Provide shipboard and maritime repair estimation for Hull & Mechanical, Structural, Piping, Electrical/Electronics, Habitability & Joiner Systems, Modular Ship Construction, Engineering, Control Systems, Paint & Coatings Systems, Scaffolding, Waterfront Pier Services and Ship Maintenance worldwide on US Navy, Military Sealift Command, US Coast Guard, US Army, NOAA and commercial vessels.

-Headed the development and implementation of core combat skills requirements and specialty training curricula for more than 28,000 Sailors assigned to Global Contingency Operations. -Supervised 24 Navy Liaison Officers at 39 US Army Training Sites.-Steered the overhaul of the Navy's Individual Augmentee (IA) Training process, implementing a re-designed Combat and Specialty Skills training curriculum for all US Navy IA's deploying to ground combat zones to more accurately reflect current equipment, tactics and threats. This has significantly improved the IA Sailor's warfighting capabilities in the counter-insurgency environments to which they are being deployed.-Managed a $1.6 Million Travel Budget. Streamlined personnel staffing and requirements to save the US Government $118,700 in travel and per-diem expenses.

-Managed ship's schedule and operations in support of Fleet Logistics Requirements. Supervised 19 Navy and 6 Merchant Marine personnel in the safe conduct of Underway Replenishment Operations and Navigation of a Fleet Oiler.-Served as the senior Afloat Military Representative and Operations Officer for the Logistics Element for the USS Eisenhower and USS Roosevelt Carrier Strikegroups each comprised of 12 Surface Ships, 140 Aircraft and 2 Submarines.-Organized and implemented the Military Sealift Command's initial humanitarian response plan for the 2010 Haiti earthquake. While acting as Squadron Commander of 4 Logistics Supply Ships in close coordination with 21 US Navy Ships, 32 Non-Governmental Agencies and International Aid Organizations enabling the delivery of more than 180 million tons of critical, life sustaining humanitarian supplies to the people of Haiti during the first 45 days of the crisis.

-Managed a 94 personnel department responsible for the operations of a AEGIS Guided Missile Destroyer, to include shipboard preservation, small boat operations, navigation, communications, underway replenishment, tactical air control, special evolutions, combat systems operations and weapons employment.-Combat Systems Training Team (CSTT) Leader for 2 Deployment Cycles. Coordinated and executed all ships training Phases from Individual Ship Qualifications through Fleet Training Exercises.-Qualified Officer of the Deck Underway (OOD), Force Air Warfare Coordinator (FAAWC) and Tactical Action Officer (TAO), Combat Systems Training Team (CSTT) Leader, Force Protection Training Team (FPTT) Leader, SeamanshipTraining Team (STT)

-Supervised 21 Navy Personnel responsible for the Operation of the Ship's Combat Information Center (CIC), to include navigation, communications, Tactical Data Link employment, tactical air control, special evolutions, combat systems operations and weapons employment.-Qualified Force Protection Tactical Action Officer, Officer of The Deck Underway (OOD) and Tactical Action Officer (TAO), Combat Systems Training Team (CSTT) Leader, Force Protection Training Team (FPTT), Seamanship Training Team (STT)-While providing Maritime Security support for the 2006 Liberian Presidential Inauguration, the ship received a short notice tasking order that indicated the Monrovia Airport did not have viable Air Traffic Control capability to support the increased air traffic, to include dignitary visits for the Inauguration. Rapidly reconfiguring the ship's Combat Information Center to function as the Air Traffic Control Center (ATC) for Monrovia, Liberia USS Carr safely landed and launched 1,309 flights during a 6 day period enabling dignitary visits and routine air travel in and out of Liberia.

-Contracting Officer Representative, responsible for the Quality Assurance Validation and Contractor Performance Evaluation for the Operations and Maintenance section of a $126 million dollar contract for the Re-Locatable Over The Horizon Radar (ROTH-R) in support of National Security Directives. Assistant Command Security Manager, processed more than 125 Security Clearance Investigations for military, DOD civilian and contractor personnel.-Spearheaded a ROTH-R systems performance review which directly enabled improvements to automated tracking systems resulting in an annual $149,000 savings to the O&M Contract.-Following September 11, 2001, was selected to attend the US Marine Corps Security Force Cadre Course at Naval Support Activity Northwest Annex and assume duties as the Base Auxiliary Security Force Coordinator. Trained and supervised 72 Sailors assigned to physical security and law enforcement duties onboard NSA Northwest Annex.-Selected as the Fleet Surveillance Support Command Sailor of the Year for FY 2002.

-Performed tactical air control functions for multiple US and Allied Airframes in a variety of missions to include Anti-Submarine, Anti-Surface, Naval Surface Fire Support, Close Air Support, Logistics and safety of flight missions. Attained more than 1800 hours to include 247 combat hours in support of the Kosovo conflict.- Hand selected for 4 months Temporary Duty onboard the Spanish Guided Missile Frigate, SPS Numancia, to instruct Spanish Naval personnel how to operate the Light Airborne Multi-Purpose System (LAMPS MKIII) to conduct tactical air control operations with their newly acquired SH-60B Seahawk Helicopters. Trained more than 40 Spanish Air Controllers to operate the LAMPS MKIII system significantly enhancing Spain's Maritime Air Capability.

-Assigned various duties within the Ship's Combat Information Center and Bridge to include: RADAR Operator, Tactical Data Link Operator/Tactical Information Coordinator (TIC), Identification Friend or Foe (IFF) Operator, Global Command and Control System-Maritime (GCCS-M) Operator, Ships Navigation Team, Ship's Combat Systems Display Operator, Visit Board Search and Seizure (VBSS) Team, Communications Material Security (CMS) Manager.

-Supervised 73 military, DOD civilian and contractor personnel assigned to the Joint Operations Command and Control Center (JOCC), Force Protection Cell, Operations Intelligence Cell, Air-Asset Liaison Cell, Future Plans Division and Sharepoint/Information Systems Division for NTM-A, providing direct Intelligence, Technical, Command and Control Support for 2,200 Coalition Military and Contractor Personnel throughout Afghanistan.-Trained and Mentored members of the Afghan National Security Forces in the operations and maintenance of Command, Control, Communications and Intelligence (C4I) Systems.-Led the shutdown and relocation of the NTM-A Joint Operations Command and Control Center (JOCC) from Camp Eggers to the New Kabul Compound to include the complete design, fabrication and installation of the New NTM-A JOCC at New Kabul Compound 3 weeks ahead of schedule in an exceptionally challenging tactical environment with 0 operational downtime or loss of operational capability and at an overall savings of $3.1 million. This entailed a complete sensor and display integration with multiple Joint Systems to include, Network Internet Protocol Router (NIPR), SecretInternet Protocol Router(SIPR), Central Command Regional Intelligence Exchange System (CENTRIX), Joint Worldwide Intelligence Communications System (JWICS), Command Post of the Future (CPOF), Global Command and Control System – Joint (GCCS-J), Blue Force Tracker (BFT), NATO Tracking System, Intelligence, Surveillance, and Reconnaissance (ISR) Assets, Electronic Intelligence sensors and associated data and voice communications systems.
