Joy Ditto is the President and CEO of Joy Ditto Consulting, focused on helping clients understand and position themselves to support the energy sector on cyber- and physical security, resilience, broadband and clean energy development. She also helps clients to shape their strategic engagement with the federal government, from Congress to the agencies to the inside-the-beltway media. Joy is currently a member of a Blue-Ribbon Panel formed by the Tennessee Valley Authority to help evaluate its response to the December 2022 Winter Storm Elliott and to recommend any areas of improvement. Joy was the American Public Power Association’s President and CEO from January 2020 to January 2023, where, despite a global pandemic, social unrest, and inflationary pressures, APPA's revenues increased by close to 40%, the organization's net worth tripled, she maintained membership at high levels, and achieved a milestone comparable tax credit for public power utilities’ development of clean energy worth billions to the members -- all achieved without raising member dues. Joy also helped raise the profile of public power in the media on topics ranging from electric utility response to the pandemic, hurricane response, supply chain concerns, and climate change -- she appeared on Bloomberg Radio, XM Satellite Radio, the White House Chronicles, NPR, RFD TV, among others.Before rejoining APPA, Joy was the president and CEO of the Utilities Technology Council, a global trade association representing electric, gas, and water utilities on their mission-critical information and communications technologies. During her tenure, she increased membership, grew the organization’s revenues, and testified before the U.S. Senate Energy and Natural Resources Committee, the Federal Energy Regulatory Commission, and the D.C. Public Service Commission on critical electricity/telecommunications/cybersecurity issues.Joy was member of the Department of Energy’s Electricity Advisory Committee and a past chair of the National Energy Resources Organization. She recently rolled off the Board of the Electrical Safety Foundation International, the Center for Energy Workforce Development, and the Executive Committee of the Electricity Subsector Coordinating Council (ESCC). Before joining UTC, Joy was with APPA for 15 years. Earlier, Joy spent seven years on Capitol Hill, as legislative assistant to two representatives from Pennsylvania and a senator from Nebraska. She was a staff assistant to Senator John McCain (R-AZ) in her first job out of college.
