Coordinates all actions relating to inter- and intra-theater circuits, including activations, deactivations, and modifications of circuits, as well as circuit provisioning for all circuit transmissions in the theater. Coordinate with Southwest Asia Cyber Center (SWACC) and DISA circuit action personnel. Circuit Actions (CA) engineering support which includes management and assessment of Request for Service (RFS) submissions for accuracy, and generation of Telecommunications Service Request (TSR) submissions in accordance with DISA Circular 310-130-1 and 310-65-1 for Telecommunications Service Order (TSO) publication. Provide direct operational support of status reporting, circuit implementation coordination, management and maintenance of all assigned activations, deactivations, and extensions under direct authorization of JNCC-A engineering. Performance of these CA engineering functions require direct experience with and knowledge of all aspects of system interfaces, and an understanding of how each component and switching device is integrated into the military strategic/tactical communications network. Military strategic/tactical communications networks are composed of, but not limited to: satellite communications (to include understanding of transmission plan), PROMINA, Microwave Line of Sight (MLOS), tier networks, IP technologies, routing protocols, switching & routing IOS, OSI model, VOIP technologies, modems, fiber optics, IP PBX, VPNs, KG-175 & other network security devices, COMSEC, OPSEC, analog technologies, and modulation techniques.

Information System Engineer (ISE) for all of Afghanistan whose main responsibilities include coordinating and documenting all telecommunications activities for a combined total of 28 sites throughout the country. Records, monitors and reports for all Signal Battalion Area of Responsibility (AOR). Analyzes capabilities and performance, identifies problems, and submits solutions to appropriate entities. Perform designs for systems which include: microwave, fiber, and satellite communications. Visits strategic sites every quarter (Technical Control Facilities and MDN's) to assess for utilization, capacity and functionality and growth assessments related to the operation, maintenance and sustainment of multiple communication sites. Created transmission diagrams for all AOR sites to include microwave, fiber, satellite and black core networks. Circuit databases were created utilizing the Command portal through telecommunication service orders (TSO), and analyzing all TSO’s for validity, cost analysis changes, and usefulness. Reports created for all sites and discrepancies documented.

Manage all Defense Red Switch Network (DRSN) for the Joint Task Force Guantanamo Bay Naval Station while serving as a primary point-of-contact for Command staff and their executive assistants, Directors and Joint Operations Command (JOC). Provide Tier-1 support on addressing advanced technical issues in a timely fashion and in accordance with assigned priority. (NAVSTA BCO, DISA Promina, Miami Tech Control, Defense Red Switch network Promina). Serve as a secondary Video Teleconferencing (VTC) operator consulting with local and distant VTC participants to confirm times and locations for establishing secure Defense Information System Network (DISN) Defense Video Services-Global (DVS-G), SIPRNet IP and ISDN DSN conference connections. Assist in the notification of trends and situations to allow all personnel to maintain high level of service to the Directorate, Department, and /or groups. Provide Tier I maintenance and technical support to DRSN with customer coordination. Utilizes and coordinates with NAVSTA BCO and Miami Tech control support regarding circuit support. Track, resolve, and document issues related to reservations, circuit connectivity, and host participant coordination with supporting CONUS/OCONUS, VOC/NOC's. Assist in troubleshooting of hardware to include the VTC suite and network components. Member of the network team supporting DISA GSM-O program. Interface with Government counterparts, both CONUS and OCONUS, as well as other LM and subcontractor team members. Performs a variety of tasks supporting the government customer in preparing for DISA project installations including but not limited to: Read and interpret network drawings, spreadsheets, and various IP and transport network installation documentation in order to populate, verify, and/or update Configuration Management Database (CMDB) systems to ensure equipment and communications circuit configurations are properly documented. Read and interpret Telecommunications Service Orders. Log into various IP network and transport equipment to capture hardware configurations using OSS and a command line interface Utilize DISA specific software applications (WWOLS, NCCM, TCOSS, RIMS) to gather and document IP and transport network as well as circuit configurations. Draft Implementation Request (IR) documentation to order installation or removal of IP and transport equipment. Provide telephonic support to on site field engineers requiring assistance with conducting of site surveys for, or installation of, IP or transport network installations. Provided IP or transport equipment module selections for compatibility and make necessary recommendations for change. Write Tactics, Techniques, and Procedures documents (TTP) Perform circuit pre-engineering tasks which include selecting and reserving ports and making recommendations for transitioning existing IP and transport circuit paths.

Operates, monitors, and secures the physical, data link, network, and transport layers of strategic and tactical Communications-Computer Systems while supporting 6 TCFs. Configures and coordinates operational adjustments to technical control and telecommunication transmission equipment to include but not limited to Promina consoles (800), fiber optic modems and assist with radio equipment. Reports circuit status which includes 81 services to appropriate facilities which include but are not limited to RC-W, ACC, CENTCOM and DISA entities. Senior Tech Controller for all of Afghanistan whose main responsibilities include coordinating and documenting all telecommunications activities for five major Technical Control Facilities (TCF), five Forward Operating Base TCFs, and 70+ technicians and operators throughout Afghanistan. Recordings, monitors and reports for all Defense Information Infrastructure (DII) facilities in the South West Asia (SWA) Area of Responsibility (AOR). Provide detail outages and HAZCON’s to the Defense Information Systems Agency/Theater Network Operations Center-Central Command (DISA/TNC-CENT). Provide technical assistance and advice to the Theater Network Operations Security Control (TNOSC) pertaining to communications issues. Direct and assist Technical Control Facility (TCF) in the troubleshooting of strategic communications links trunks and circuits. Responsible for coordinating and documenting all telecommunications activities for five major Technical Control Facilities (TCF), five Forward Operating Base TCFs, and 70+ technicians and operators throughout Afghanistan.
