About Joy Zins

I obtained my B.S in Civil Engineering in 1998 and have since worked in the HVAC field, Building Automation Controls field, Construction industry, and, since 2007, the Energy Efficiency field. I am a Senior Director at ICF and have specialized in program implementation of demand side management/energy efficiency programs for utilities specific to the Commercial and Industrial (C&I) market. I have managed multi-million-dollar programs with multi-disciplinary teams across core implementation, engineering, outreach, marketing, IT and customer care. I am also the primary strategist for proposal development and am presented to utilities as the ICF subject matter expert on C&I demand side management. In 2019 I was designated as the C&I Market Offering Owner on a National Team to share best practices, advance ICF’s program capabilities across these markets, and integrate our energy efficiency offerings across distributed energy resources including renewables, demand response and electrification. In my role(s) with ICF I have advanced my career by demonstrating strategic initiative and innovation for our clients and ICF’s offerings. My passion and core capabilities revolve around these skills and I am enthusiastic about transforming the the utility grid for resulting resiliency, integrity and reduced impacts through carbon emissions reductions. The last eleven years of my 24-year professional career have been working as a consultant in the utility industry, designing and delivering their energy efficiency programs for the C&I market. I am familiar with the challenges utilities face in responding to the interests, needs and requirements of regulators, internal and external stakeholders and direct customers. In design and delivery of demand side management programs it has been incumbent on me and my colleagues to balance and customize the characteristics of the general offerings we deliver to meet the individual requirements and targets of a utility and their stakeholders.
