Developing the storm water program for HSR. Assisting with interconnections from power companies - PG&E, SoCalEdison, others, to electrify the system. Coordinating interagency contracts with regulatory groups. Reviewing SWPPP activities on Construction projects Merced to Fresno, and Fresno to Bakersfield.

Working on Environmental Engineering issues, as well as Design and Construction tasks. Assisting with coordination of nationwide meetings concerning current engineering and environmental issues, particularly stormwater and water quality. Contract Manager for development of Health in Transportation study and Peer exchange, Benefits of Transportation, and Construction and Maintenance Storm water Field guides.

Chief of the Storm water program implementation group. Reviewed and commented on proposed regulation, led management efforts statewide to coordinate policy and procedures for changing NPDES regulations. Regular interdisciplinary meetings with Design, Construction, Permits, Maintenance, and contracts. Reviewed research on storm water treatment. Coordinated districts in response to EPA storm water audit, included 8 districts and over 70 site visits. Prepared responses to EPA audit, California 401 Audit, and numerous internal reviews. Coordinated and managed multiple statewide a and e contracts. Assisted Districts with responses to storm water and water quality violations.

Resident Engineer and Area Construction Engineer for tri county area; Placer, Nevada and Sierra counties. Project area included Interstate 80 from Colfax to State Line during major reconstruction projects. North Lake Tahoe storm water renovations developed during my tenure, with numerous experimental treatment projects near Brockway Summit. Supervised staff in 4-5 locations, depending on the season, up to 30 people. Construction work during this period in this area totaled close to $200 million. Resolved complex claims. Established traffic work zone planning for I 80 corridor. Two years worked as Office Chief in Environmental Engineering in Marysville, coordinating the work and supervising a staff of 6 engineers and environmental planners working on hazardous waste and storm water issues as they relate to Caltrans projects and properties.

Prepared PSRs for Caltrans for multiple projects in Southern California, including design exceptions. Assisted in preparation of project proposals for Caltrans planning phase projects.

I worked in East Zone Engineering for two years; inspecting construction projects, preparing project planning documents, reviewing facilities for upgrades and reviewing road plans for timber harvests. From August 1990 to August 1992 I promoted to a GS 12 Facilities Engineer position at the Region 5 Pleasant Hill Engineering Office. Reviewed historical properties, consent decree issues concerning barracks and other facilities, and assisted with regional budgeting priorities.
