About Joy Hallof
Increasingly responsible positions in Human Resource management in a wide-variety of industrial settings has allowed me a wider range of exposure than most Human Resource professionals: A young software start-up; a well respected commercial real estate company; a $350 million dollar Federal Credit Union; corporate office of an international consumer goods company; semiconductor manufacturer; manufacturing operations serving the military; and a start-up telecommunications company. To add to this background, I have served since 2001 as the HR Adviser for the Santa Cruz office of the Small Business Development Center serving the local small business community. As an HR generalist I am able to provide support in the areas of employment, compensation, benefits, employee and labor relations, affirmative action, safety, security, and training/development.
Listed skills include Job Descriptions, Coaching, Organizational Development, Performance Management, and 46 others.

Hr Consultant
Consultant
I currently work with various companies either on a job-by-job basis or on a monthly contract helping them build their HR infrastructure, review current practices, conduct HR audits, help in hiring or policy writing. Most of my clients are small business owners. I also taught basic Human Resource and Supervisory classes for several years for the Pajaro Valley Adult Education organization in Watsonville.
Vp, Human Resources
Began as a Consultant hired to review and revise their Human Resource function for a company of 350 employees in 90 different locations including Arizona. Eventually became a full time employee establishing a streamlined recruiting function saving over $100,000 in six months in more proactive agency agreements. Went from no market data in the compensation area to having current information on 60% of the jobs at my fingertips. Implemented "brown bag" lunch topics to introduce the beginning of a staff development program. They were purchased by an East coast REIT and I assisted in the transition to the new organization before returning to the role of Consultant.
Consultant
Functioned as the HR Advisor providing "hot line" HR answers to Alliance small business clients and conducted training seminars on HR related issues.
Manager, Human Resources
My original assignment was to put in a basic compensation system and their first management development program. In addition to the above, I was given responsibility for their benefit program (domestic and international), payroll and employee activities. When the assignment ended, Remedy had a very basic start of a compensation system, several staff development classes in process and had opened two new offices in France and Germany. A significant amount of the time was spent concentrating on cleaning up and establishing systems within the benefit area.
Vp Human Resources
The first year, completed a major overhaul of the current compensation structure and traditional HR activities to set the stage for a more aggressive, team-oriented, empowered environment. The second year, began the development of the first full service training program in the organization, initially in support of a major data conversion effort. Added HR and Training features to facilitate a radical cultural change at the Credit Union, including working with the CEO to develop an "aspiration" statement to support the existing Mission Statement created by the Board. As a member of Senior Management, actively participated in the decisions affecting the CU's direction, including an active participation role with the Board of Directors.
Director, Human Resources
Shortly after being hired, Oral B was purchased by Gillette which required bringing the HR systems of Oral B in compliance with those of the new parent company. This consisted of creating the first worldwide job grading system for Oral B to facilitate the distribution of executive incentives and perks in foreign locations. Created Oral B's first bonus program for non-exempt personnel and professionals not covered by the Executive bonus program. Developed a computerized salary survey model that allowed comparison of various survey sources, aged to a common date. Contributed to increased morale, avoided legal problems and reduced unsolicited turnover by developing a strong working relationship with the field sales organization. Led group team retreats, strategy and mission development meetings to assist the US Division in adapting to major organizational changes. Developed a nationwide effective recruiting program for sales positions. Successfully developed and implemented a plant closure of a customer service/warehouse operation at a remote location without lose of support to fourth quarter business or legal complications.
Personnel Manager
Transferred to Mt. View from Raytheon's operations in Santa Barbara, California. Monitored and maintained a compensation system assuring compliance with company directives while accommodating the local market conditions. Managed a highly effective employment planning and recruitment program in a highly competitive market.
Manager Employment/Affirmative Actions
Began as Manager, Affirmative Actions for a government contractor subject to OFCCP regulations and audits. Successfully passed 4 audits within a two year period of time. Was promoted to Manager, Employment and directed recruiting efforts during a plant expansion from 900 to 1600 people in 16 months. Turned around a benefit program that had low employee credibility. Developed and conducted training programs for supervisors on EEO and Affirmative actions and administrative skills training for office personnel.
Adjunct Professor
Taught Personnel Management which was a required class for all majors under Cal Poly's Adjunct Professor program.
Director, Administrative Services
In a start up mode, developed the first personnel policies and procedures. Established system of employment planning and fully staffed locations. Assisted the President in implementing new contracts at remote locations successfully recruiting building maintenance skilled crafts resulting in a very low turnover and successful accomplishment of a start up contract awarded as a small business set aside. At Vandenberg AFB, created the first wage and salary programs, affirmative action plans, government classified document control/storage and missile site safety. Successfully negotiated union contracts with IBEW and maintained excellent union-management relations. Participated in the development and implementation of the Companies first profit sharing plan.
