Manage a high-level team of infrastructure engineers, architects, planners, operations specialists, and estimators to develop scopes, budgets, schedules, and some grant applications and justification documents for upcoming and desired (but unfunded) capital improvements supporting bus and rail transportation all over the extensive CTA system. Aid the CTA in setting priorities and capturing the best use of funding.

Various roles including: managing the update the 2030 regional Transportation Plan, development of transportation costs for the GO TO 2040 Regional Plan (including 30 year maintenance and "state of good repair" cost estimates and construction unit costs for transp. project work types) monitoring and facilitating the CMAQ program; liaison to the RTA and three transit service boards, policy and technical assistance re train horn regulations, I.e. "the Swift Rail Act" and rail crossing safety. Invited/sponsored by the FRA to assist in the development of rail research needs in Cambridge Mass. (Management of the region's Council of Mayors program is shown below). Active with APWA, ITE, WTS and ASCE.Major Accomplishments:• Developed cumulative 30–year financial needs for maintenance and typical expansion improvements for GO TO 2040, including establishing maintenance cycles and developing unit costs for over 100 highway and 75 transit improvement work types.• Secured an extra 4.5 million federal dollars to region by expediting four RTA CMAQ projects eligible for 90% funding (rather than 80%) during a very short time frame.• Coordinated with over 150 CMAQ project sponsors regarding status of their projects and critical deadlines – advising them how to avoid jeopardizing their federal funding.• Spearheaded CMAP’s 2007-08 review and response to US DOT’s Surface Transportation Board regarding the CN Railroad’s acquisition of the EJ&E RR including preparing CMAP’s position on the proposed scope of EIS.• Participated, by invitation, in FRA’s forum to identify and prioritize rail research needs.

Managed the Council of Mayors program for the 6 county metropolitan area. Spearheaded the region's repsonse to pending FRA regulations to implement the Swift Rail Development Act.Also worked for the Council of Mayors (Joliet area) early 1980s.
