The Resident Advisor for Banking Supervision and Regulation at the Bank of Sierra Leone is responsible of giving advice to the Authorities on achieving the outcomes set by the Financial Sector Stability Review (FSSR) concerned with regulatory and supervisory frameworks, i.e. designing and implementing the financial stability framework acoording to best practices, and with a clear proportional approach to take into consideration the specific characteristics of the jusrisdiction. but keeping in mind the necessary proportionality required for the jurisdiction. Put it deifferently, the job is about laying out solid foundations for the financial stability architecture of Sierra Leone.

In my role as Program Director for the Toronto Center (TC), my work switched to giving advice to supervisory agencies and central banks on enhancing their supervisory and regulatory frameworks by bringing all the experience acquired in my previous position in Colombia. I simultaneously managed several long-term programs, each with a different work plan adapted to the individual country’s needs, which required flexibility, adaptability, and resiliency to execute all the activities in the different work plans, especially during the Covid -19 Pandemic. Working at all levels in these organizations, I built strong working relationships founded in credibility and trust with authorities and staff, enabling me to be part of their achievements and setbacks at every step throughout the project’ lifecycle.

As Deputy Superintendent at the Superintendencia Financiera de Colombia (SFC), I led the development and adoption of risk-based supervision framework for the banking and insurance industries, originating deep structural changes in SFC’s business model. Those years at the SFC had a profound effect on my professional growth, beyond the technical and regulatory work that were involved. More importantly, I developed the leadership and interpersonal skills required to transform the risk culture in government agencies and to bring the private sector on board to support the new vision.

As Deputy Director at FOGAFIN, I led not only the enhancement of Colombia’s Deposit Insurance, consolidating its role as a policy instrument to expand policy options (design and implementation of the SAA for the Deposit Insurance Fund's Portfolio, implementation of the external managers program, re design of the coverage and premiums frameworks) but also the risk mitigation efforts to minimize the effects of the GFC on FOGAFIN’s investment portfolios

One of the most exciting periods of my professional life: tirelessly working to avert the collapse of the Colombian banking industry, in the context of an extremely challenging macroeconomic environment. In the aftermath of the financial crisis I was actively incolved in building the financial stability department at Banco de la Republica.
