I joined the Board of Aldermen after the November 2009 municipal election, and had the good fortune to be re-elected in the 2011, 2013, and 2015 cycles. Waterbury is the fifth-largest city in Connecticut, with a population of approximately 110,000. The Board has the authority to approve City contracts and all ordinance changes, set the annual mill rate, and allocate all funds within each annual budget, totaling over $380,000,000 during my years of service.Initially elected at-large, the election process for the Board of Aldermen was later changed to a flavour of "Aldermen by district." elected at-large, with a minority party set-aside to allow for a balanced debate on the issues. I served as a Republican, with other highly qualified Republican members. During my initial term, one Independent Party member joined our five members of the minority party on our fifteen-member Board.At my suggestion, the Board President created an "Energy Committee" and allowed me to serve as Chairman. I have also served as Aldermanic Liaison to the Inland Wetlands and Watercourses Commission, joined two other Aldermen on an Ad-Hoc Committee on Nepotism and Hiring Practices, and had served as the Minority Aldermen representative on the Board of Directors of the Waterbury Development Corporation from December 2011 through December 2017.
