Risk Terrain Modeling (RTM) was invented at Rutgers University and is backed by over 70 peer-reviewed papers and has since proven itself in places like Dallas, Newark (NJ), London, and Kansas City. Some places are more vulnerable than others, and we can find them.Unlike other methods, RTM is inclusive and encourages using other tools for different parts of implementation, with RTM being a guide for prioritization and responsibility matching.
