Manages portfolio of over 400 contracts and subcontracts in the federal and commercial markets.Devises, implements, and administers all contractual and procurement programs and policies for the company in carrying out the company mission.Advises leadership on contractual issues involving government and regulatory compliance issues. Develops proposal cost volumes, pricing metrics, cost models and financial forecasting for proposals and new business efforts. Administers contracts (Federal, State, local, international, commercial and P/O’s) for the entire company, including oversight and review of contract and subcontract documents, maintaining contract files and communicating with Contracting Officers in problem resolution.Drafts, reviews, and negotiates major, complex and non-standard contracts with public and private sector customers, including RFP’s, teaming agreements, MOU’s, prime/subcontracts, consulting and nondisclosure agreements.Sets negotiation strategies for the most complex, high value and strategically important third party relationships to secure terms that are in the company's best interest.Directs the development of corporate procurement strategy and establish purchasing budgets, plans, policies, systems, and procedures within the company.Keep abreast of applicable laws, government regulations (including FAR/DFARS) and industry guidance that impact agreements.

Directs all types of government and commercial contracts including: T&M, IDIQ, FFP, LOE, and task orders, as well as the review of contract modifications, subcontractor agreements and routine correspondence from pre-award phase to closeout;Ensures corporate compliance with FAR/DFAR, CPFF, FFP, T&M, CPAF contracts, JTR, GSA Schedules, GWACS, CAS, and other state and federal government regulations;Manages the finance and pricing on all contracts/subcontracts, including monitoring activities, cost estimates, invoicing, and delivery orders;Prepares and reviews all Subcontracts, Teaming Agreements, and Non-Disclosure Agreements; Manages contract pricing team and rate negotiations;Directs and monitors performance against original cost allocations and contract requirements in order to anticipate necessary changes in contract funding or scope of work;Negotiates key legal issues in government contracts with an ability to advise management on implications of contract terms to adhere to legal requirements, company policies, and customer objectives;Collaborates with relevant government officers regarding any issues raised by an RFP and, if applicable, indicates provisions of the FAR or GSA Schedules
