Convince French tax authorities to change energy VAT rules in France (February 2012). Gather and lead lobbying effort between the 10 largest European energy association and Europol to convince European Commission to pass a directive to change VAT rules for energy (voted in June 2013).

- Lead the diversification of Powernext into natural gasManage the opportunity and feasibility study to create a gas exchange in France. Convince existing Powernext shareholders, French energy Ministry and energy regulator of the necessity of such initiative. Convince Gaz de France Group to support the initiative and join Powernext as a shareholder. Launch of a gas balancing platform (April 2007). Coordinate the launch of the spot and futures market (November 2008).- Lead product and business development for the French power Futures market. Budget & business plan, follow-up of sales teams, relationship with key customers (market makers), prioritization of customer needs, management of key partners (clearing house, trading system provider), relationship with energy regulator (CRE), negotiation with the French Energy Ministry in link with the new energy pricing framework (TRTAM). Lead negotiation with EEX (European Energy Exchange based in Germany) to establish a common pan-European power futures joint venture (EEX Power Derivatives GmbH held 20% by Powernext) and manage the transfer of French power futures and clearing activities to Leipzig.

Manage the following project and subsequent activities:• Coordinate the launch of the first power futures market in France (regulation, clearing, legal, sales, operations, communication) • Create and manage of market surveillance unit to detect and prevent market manipulations in power trading.• Co-lead the launch of the first carbon (CO2) emissions spot market in Europe in the context of the Kyoto protocol and fight against climate change• Design and follow-up of development of the first decentralised European market coupling IT sytem to coordinate France, Belgium and Netherlands power auctions. In 2015, 19 European countries are part of the market coupling system.

Researcher in the MetaNEOS research team (20 international researchers from Argonne National Laboratory, University of Chicago, Northwestern University, University of Wisconsin-Madison and Columbia University):• Design and implement a software package (MW) for distributing calculations on federations of thousands of computers linked through the Internet (first grid computing real achievements which layed further the foundation of cloud computing).• Design and implement parallel algorithms for the solution of large-scale combinatorial optimization problems on grid computing architectures.• Winner of SIAM Optimization Prize for the solution of the Nug30 problem (hardest optimization problem ever solved). Numerous international press articles covered this result (Wired, Nature, Le Monde…) • MW paper cited as one of the best 20 articles on the period 1992-2012 by the High Performance Distributed Computing (HDPC) community.

External consulting mission to Gaz de France mandated by EDF and GDF CEO. Modelling of the French gas transportation network and implementation of the first gas transportation network optimization software with different objective functions (fuel gas optimization, pression plan optimization…). This algorithm is still at the core of GRTgaz (main French gas transmission system operator, subsidiary of GDF-Suez) software architecture to analyse and plan the extensions of its network (largest in Europe).

16 months within the Optimization Technology Center team of Northwestern under the supervision of Jorge Nocedal (Dantzig Prize 2012). Design large scale optimization stochastic and nonlinear optimization models for EDF to cope with the unprecedented computational complexity introduced by electricity liberalization. Work done as part of french military service civil duty (CSNE - Cooperant du Service National en Entreprise) for EDF.

Adaptation of Electricite de France (EDF) to energy deregulation directive voted by EU Member States in Barcelona 1996. Generalize EDF electricity production mathematical optimization models and algorithms to move from a monopolistic framework to a fully liberalised stochastic environment. Introduced object-oriented programming (C++) in the optimization research division of EDF. Algorithm framework still in use by EDF national production planning optimization division for hydro, coal, gas and nuclear power plants scheduling.
