Continued to diversify the service offering of the merged organisation into Low Intensity , early intervention mental health services to position the organisation to be a national leader.

This was a significant transformational change which honed portfolio and program management capabilities.In addition, working in partnership with the NGO Sustainability Project team I was the Child Safety program lead to devise and implement a harmonised set of service delivery standards - the Human Services Quality Framework (HSQF) and the associated standards (HSQS).Led significant State policy development and service model development and commissioning on community mental health to align with the Fourth National Mental Health Plan.

Over 2000 diverse service providers delivered a range of community based public health services across the continuum and population cohorts.The services ranged from integrated health service models such as Multi Purpose Services and step up and step down programs through to small consumer self care support groups. This diversity reflected the contemporary and complex nature of consumer's health care needs as well as the strategic system objective of improved coordination and integration with the wider health and care service environment. Commissioning budget of $ M 500.
