Key writer of winning proposal submitted to FCT (Portuguese public funding agency of science and technology) for the setting up of a digital research infrastructure for the Social Sciences and Humanities (ROSSIO), as part of the national and European roadmap for research infrastructures.3. Designing of the FCSH/NOVA Innovation Centre, a science-based startup incubator and knowledge transfer centre.

Main task: co-authorship of draft legal framework to streamline public funding of privately run lower and upper secondary and vocational schools.

Design and executive management of a nation-wide programme of ICT in education, comprising projects of hardware, broadband, software and ICT skills diffusion. Scope: approximately 6.000 schools, 150.000 teachers, 1.2 M students; 300 M€ of public investment, including 20 projects co-funded by ERDF and ESF.

1. Designing and implementation of a framework for public procurement, aimed at: a) increasing the simplicity and transparency of procurement procedures; b) improving the internal coordination between support and core functional units; c) improving the relationship with suppliers and eliminating payment backlogs. As part of this task, João proposed an innovative framework agreement for ICT infrastructure and consulting services, that was soon diffused across key domains of the Portuguese public sector.2.
