Drafted PPP operational procedures, rules and guidelines for the governments of Cambodia and Georgia; was part of the team that advised the Indonesian Ministry of Finance on developing the operational procedures of its PPP Unit (heavily involved in drafting the manual and template agreements to operationalize the Indonesian Project Development Facility for PPP projects).Engaged by UNESCAP as: (1) lecturer to develop case studies and training materials for key government officials in selected countries in Southeast and South Asia (Bhutan, Cambodia, Myanmar, and Lao PDR) on public-private partnerships (PPP); and (2) recently, as consultant to prepare and present a report on infrastructure financing in the Philippines.Contributor in updating the World Bank PPIAF’s study on unsolicited proposals.

Provided advisory service and technical assistance to implementing agencies (IAs) and local government units (LGUs) on the overall project development cycle, from conceptualization, screening, development, review, evaluation up to bidding/tendering and contract signing. Served as acting chief of the municipal projects division of the Philippine PPP Center’s Project Development Service, advising and managing projects in the water and real estate sectors in both the national and municipal levels.Made key contributions in drafting the PPP Center’s template PPP Code for local government units (LGUs) as well as in developing the screening criteria for selecting local government projects for PPP implementation.

Facilitated the passage of a local PPP Code of one of the key economic cities in the Philippines (Davao), appearing numerous times as resource person before its local legislative body to address queries. Wrote policy papers on the amendment of the 2009 NEDA Joint Venture Guidelines, the Build-Operate-and-Transfer (BOT) Law, the Right-of-Way (ROW) Law, and their respective implementing rules.Wrote several position papers for the institution, including a comparative paper on ODA and PPP, the PPP component of its 2010 industry roadmap, the inclusion of the construction service sector in the Philippine Investment Priorities Plan, and the lifting of foreign equity limits for EPC contractors (acquired extensive knowledge on other infrastructure-related policies, such as the Official Development Assistance [ODA] Act, the Omnibus Investments Code, and Government Procurement Reform Act [GPRA], as well as construction industry laws, rules and regulations).

Worked closely with trade attachés and consuls on matters related to agricultural trade and investments issues; was responsible for monitoring and preparing data on the latest economic trends on the assigned countries’ agricultural sector (i.e. India, Russia, and GCC countries).Worked on supply chain and market access issues with the Department’s corporate private partners, particularly ShoeMart and Jollibee Foods Corporation.
