The Water Treatment Manager provides overall leadership and direction to the daily plant operations of the Dyal water treatment plant. Responsibilities include efficiently and effectively leading and managing all aspects of the water treatment plant including plant operators, maintenance operations, SCADA, and the Operator's laboratory. The employee works under general direction from the Assistant Utilities Director and exercises considerable independent judgment in adapting and applying guidelines and policies to specific situations as required. The work requires extensive knowledge of the policies, procedures, and regulations of water quality control as well as leadership techniques, personnel policies, and their implementation. In addition, this position is responsible for evaluating and preparing budgets (capital/operating), establishing performance goals and conducting performance appraisals, directing meetings, reporting, implementing special projects, overseeing preventive/corrective maintenance projects, organizing activities between divisions/departments, and communicating with internal staff and outside regulatory agencies.

Under supervision of the Water Treatment Manager, performs work involving the supervision of the technical operations and maintenance of an advanced water treatment plant and distribution system. The Chief Operator is responsible for maintaining a continuous program of regulatory compliance, quality control, and operating efficiency of potable water treatment processes. Work requires the exercise of considerable technical knowledge and the use of independent judgment in the safe and efficient management and operation of treatment plants. Work also requires the exercise of considerable independent discretion in plant operation procedures within established technical standards and departmental rules and regulations.

Dyal Water Treatment Plant

• Operates, coordinates, and assists the Chief Operator and Water Operations Supervisor at a computerized water treatment plant consisting of large diesel generators, ground water production wells, surface water treatment intake, lime treatment units, flocculators, filters, chemical feeders, pumps, ozone generators, transfer pumps, high service pumps, maintains an operator’s log, and monitors and controls a complex SCADA system. • Communicates with the Chief Operator and/or Water Operations Supervisor, staff and other shift members to ensure the proper communication during and between shift exchanges. • Performs and interprets chemical analyses of raw, settled, filtered, and finished water and records the results. • Maintains proper water pressure and water storage levels as required. Ensures potable water meets or exceeds the Local, State of Florida, and Federal Drinking Water requirements under the Safe Drinking Water Act.• Coordinates the work of water plant operators on their assigned shift. • Assists in training new employees in the proper operation of the treatment plant, and in the preparation of operating reports for submission to the State of Florida.
