The Water Treatment Manager provides overall leadership and direction to the daily plant operations of the Dyal water treatment plant. Responsibilities include efficiently and effectively leading and managing all aspects of the water treatment plant including plant operators, maintenance operations, SCADA, and the Operator's laboratory. The employee works under general direction from the Assistant Utilities Director and exercises considerable independent judgment in adapting and applying guidelines and policies to specific situations as required. The work requires extensive knowledge of the policies, procedures, and regulations of water quality control as well as leadership techniques, personnel policies, and their implementation. In addition, this position is responsible for evaluating and preparing budgets (capital/operating), establishing performance goals and conducting performance appraisals, directing meetings, reporting, implementing special projects, overseeing preventive/corrective maintenance projects, organizing activities between divisions/departments, and communicating with internal staff and outside regulatory agencies.
