On the one hand, I'm a licensed attorney who represents clients in a variety of matters. On the other hand, I use my knowledge of the law, computer networks, hardware engineering, cybersecurity, data orchestration, and compliance to assist clients with positioning their technology to comply with applicable rules and regulations while also securely functioning at full capability. Provide support as a thread engineer and project manager for data flow and processing in a multi-cloud environment. Review and assess incoming data formats for receiving system compatibility. Create metadata maps in support of compliant data transformation of incoming data streams; work with external and internal customers to guide new data flows through the data ingestion process. Monitor end-to-end data flow of enterprise-to-enterprise data ingestion operations. Oversee and collaborate in data model building. Serve as a the main customer POC for all threads in my portfolio. My portfolio concerned combat support revitalization and modernization consisting of 300+ data threads feeding into my customer's network.

Served as an expert in law, policy, and regulations governing cyber warfare and defense. Provided advice and counsel to senior executives, middle management, and front-line operations on how to structure their compliance and operational activities to comply with the overarching requirements of the Executive Branch, DoD, and the more particular requirements of their operational space. Contributed to efforts to "mature the combatant command" so that it could take its rightful place as a strategic overseer of military cyberspace operations. Specific contributions included:- Providing revisions, improving adherence to, implementation, creation, and review of cyberspace policy; - Conducted legal and policy research; identified and analyzed statutes, regulations, and executive branch policy applicable to the ability of the U.S. to defend against hostile cyber actors as well as those relating to offensive cyberspace activity conducted by the U.S. - Drafted memoranda advising the U.S. Government customer on policy development, implementation, strategy, use, and application to the organization’s subdivisions, assigned military forces, and deployed personnel.- Advised on data privacy issues through policy analysis and implementation guidance. Worked with senior leaders to implement requirements levied by senior DoD leadership that effected the customer’s cloud environment.- Assessed of the combatant command’s current operational guidance and authoritative activities then provided an analysis, a solutions framework, and a tentative plan for execution of revisions to the operational guidance system. Prepared a Plan of Actions and Milestones for restructuring and resetting operational guidance development, review, revision, and implementation within the command's operations directorate.- Served as co-chair and lead facilitator to the command's doctrine working group, which consisted of over 40 command representatives.

Supported data ingest requests from multiple interagency stakeholders to ingest data into the IC-GovCloud. Responsible for ensuring that data was consistently marked, tagged, formatted, discovered and protected throughout its lifecycle in the cloud using smart data, entitlements, and elements enabling attribute-based access control, data management systems enabling security controls and accesses, cloud services, and network architecture knowledge to strategize and work multiple data ingest initiatives associated with IC partners. Conducted interviews with data owners, end users, analysts, and technical SMEs to develop facts regarding characteristics of their data, its use within the IC-GovCloud and with customer technologies, and ensured secure access to the data for those with the proper need to know. Contributed to team initiatives such as sprint activities using Jira, Confluence revisions for team pages, and answering actions and data calls from the customer or organizational leadership.

Provided full-time legal advice and counsel on technology research, development, and delivery to its U.S. Government customer while also providing part-time support to a U.S. Government customer’s research and development organization. Assisted with the transition to a research, development, and consulting business. Prepared an intellectual property strategy for patent filings for a containerized data ingestion and analysis platform. Advised on the use of open-source software in system development and data modeling. Advised on the FAR, DFAR, and Agency-based acquisition regulations; ethics and anti-corruption; employment; data/information privacy and protection; internal investigations; intellectual property; EAR and ITAR; employment; issues affecting the use of global information collection platforms; data privacy and information security; data acquisition/licensing; NIST and ISO standards (e.g., ISO 27000, NIST 800-171); the Computer Fraud & Abuse Act; and, other legal matters. Legal areas impacted and dissected in these efforts also include data governance, structuring, storage, and use by data type and category.Specific experience includes: export of cryptographic technology; lawful acquisition, ingestion, aggregation, and data privacy limitations for globally acquired data concerning cellular communications networks and platforms including data acquisition techniques, tools, and procedures; advising on a start-up Mobile Virtual Network Operations business; analysis and counsel on NDAs, teaming agreements, licenses associated with commercial technology partners; software and hardware engineering principles including DevOps, DevSecOps, waterfall and agile development methodologies; advised on software and data licensing issues including open source software.Provided technology and organizational strategy services to an R&D org developing a field-testing capability for prototype computer network defense and intrusion response tools.

Served as legal counsel to a DIB company while providing support to a DoD compliance office. Served as the Data Governance, Risk, and Compliance Lead for data collection (query), intelligence targeting, and net centric capabilities/knowledge driven operations for a U.S. Government Systems Compliance Office. Reported to and worked with senior government management to design and implement compliance controls and policies affecting users' ability to search for information in the customer's data warehouses, use of discovered information in intelligence targeting systems, and the implementation of a dynamic filtering capability. Served as a member of the leadership team, meeting facilitator, authorities, and risk SME for the customer's review of its data privacy compliance. Conducted research and analyzed authorities, information systems, methodologies, and risk assessments to produce a report to senior U.S. government leaders on data privacy compliance in operations. Developed processes and procedures for work product approval and requirements for compliance controls; coordinated functional testing and implementation of compliance controls; and, conducted risk assessments across operations and systems controls. Risk assessments and functional testing yielded activity and data information that was later modeled and used to assess effectiveness of compliance controls implemented throughout the client’s operations and systems architecture.Also served as in-house legal counsel to a DIB client. Provided legal analysis and written guidance on matters concerning employment law, international trade compliance (ITAR & EAR compliance), and contracting matters both under the FAR and DFAR as well as commercial — inter alia, teaming agreements and non-disclosure agreements. Conducted legal research and interacted with company personnel to advise company on course corrections and lawful operations. Provided training on ITAR legal, policy, and customer requirements.

• Provided legal, policy, compliance, risk management, information security, data privacy, systems, and process engineering support to a U.S. Government customer’s field operations organization.• Served as a project lead for the following efforts: o Mission and partner data ingestion. o An information security team tasked with designing and implementing a new information protection paradigm that was needed in light of information leaks. The team successfully completed its assigned task and the new information paradigm was introduced into the organization after roughly six months of effort. Received further tasking to train all organization personnel on the information protection framework, rules, and requirements to ensure their successful adherence and use of the new system. o Curriculum development and instruction of the law and policy portion of the customer’s Technical Operations Officer training course • Authored several agency-wide policies that served as formal guidance on the conduct of Computer Network Exploitation.• Co-authored the customer's risk assessment policies and designed risk assessment paradigms.• Conducted legal research and identified, analyzed, and interpreted case law, statutes, regulations, and policies applicable to data acquisition activities conducted by intelligence community components via telecommunications pathways. Draft, review, and edit complex and nuanced legal documents while ensuring regulatory compliance; coordinate with state agencies to effectively accomplish client goals, interact with state securities personnel to resolve client issues; use the TEAS system to file trademark and other related applications with the USPTO; draft legal documents and memoranda for firm executives and court filings under deadline pressure; draft correspondence and interact with clientele; various administrative duties.
