Director, Nuclear Technology Program
Development and implementation of Roane State's Nuclear Technology Program. Roane State Community College's Nuclear Technology Program is a two (2) year associate degree in the nuclear field. The program incorporates real-world education and experimental learning to meet the short-term gap for skilled workers / technicians in the region. Paid internships arranged with area industries is an option within this program. The program will start in the Fall of 2024. This program will also be structured as a one (1) year certificate or training program for non-nuclear engineers entering into the nuclear industry.
Forensic Psychophysiologist (Polygraph Examiner)
Dr. Stainback is the proprietor of Applied Polygraph Testing providing polygraph services for individuals, attorneys, organizations and businesses within the State of Tennessee and the Commonwealths of Kentucky and Virginia. Dr. Stainback leverages his extensive experience in National Security coupled with his certification as polygraph examiner to perform state-of-the-art computerized polygraph examinations. Dr. Stainback uses the latest polygraph examination techniques and scoring methodologies and is a continuous learner attending annual and advanced training in the polygraph examination field of practice. Dr. Stainback serves on American Polygraph Association (APA) committees and is an Associate Editor of Polygraph & Forensic Credibility Assessment: A Journal of Science and Field Practice. Dr. Stainback has also an American Polygraph Association Certification of Training in Post-Conviction Sex Offender Polygraph Testing (PCSOT) and performs PCSOT (testing) for the Tennessee Sex Offender Treatment Board (TSOTB). In addition to polygraph examinations, Dr. Stainback is a consultant working for US National Laboratories, private industry, and universities.

Dr. Stainback has extensive leadership experience acquired over 30 years of industrial and academic programs. Dr. Stainback’s broad industrial experience includes program, project management and a wide-range of supervisory leadership roles responsible for multi-million dollar programs, projects and complex components within major energy corporations. In addition to his core industrial background, Dr. Stainback has gained unique expertise from very diverse roles over his long career including highly competitive professional sports, land surveying, construction and physical security (weaponry) responsibilities. His current education and research portfolio includes broad categories of global security; public policy; ethics; worker maintainability and risk management (ethical decision making, prevention of aberrant behaviors, human reliability), Industrial-Organizational (I-O) psychology and human factors engineering. Dr. Stainback has been fortunate to work alongside many levels of personnel including hourly, technical, middle management, senior executive and academia over the course of his career. All of these experiences have provided him a unique and well-rounded leadership acumen with the ability to “connect-dots”, make-things-happen, and solve problems with proficiency. Dr. Stainback works with the Oak Ridge National Laboratory and the Y-12 National Security Complex in conjunction with with his academic appointment at UTK. Dr. Stainback also serves as a Subject Matter Expert (SME) on discussion panels and travels extensively across the globe to share his research, experience and academics.

Dr. Stainback is a Research Associate Professor at the University of Tennessee. His current education and research portfolio includes broad categories of global security; public policy; ethics; worker maintainability and risk management (ethical decision making, prevention of aberrant behaviors, human reliability), Industrial-Organizational (I-O) psychology and human factors engineering.
