J.S. Deepak is an IAS officer with an MBA from Indian Institute of Management (IIM), Ahmedabad. He has rich experience of working in Government of India, especially in economic Ministries. As Additional Secretary, Department of Commerce, he looked after the work related to formulation and implementation of India’s trade policy. He was also India’s Chief Negotiator at the WTO, for RCEP agreement and the India-EU Free Trade Agreement. He was also responsible for the promotion of export of various services from India. He served as a member of the Board of Indian Institute of Foreign Trade (IIFT), a trade focused business school, as well as India Trade Promotion Organization (ITPO). He was also Chairman & Managing Director of the State Trading Corporation of India from 2012 to 2013. During 2016-17, Deepak worked as Secretary, Department of Telecom. His responsibilities included formulation of telecom policy, regulations and reforms in the sector. He led the initiative for the rollout of the national optical fibre network, Bharatnet, to provide connectivity to all 2,50,000 Gram Panchayats in the country. He was also responsible for spectrum auctions for improving telecom services. Deepak has also served as Joint Secretary, Telecom from April, 2008 to July, 2010 when he designed and conducted the first 3G/4G spectrum auctions which fetched the Government huge revenue of US$ 24.5 billion. This pioneering e-auction of such magnitude was conducted through a fair and transparent process leading to an expansion of voice and data services. This has become a model for subsequent auctions in different sectors including, telecom, FM licenses and coal blocks. Deepak also worked as Secretary DeitY in 2015-16 and was responsible for facilitation of IT/ITeS and use of Aadhar in improving governance. He has been invited to lecture on subjects related to management, trade, telecom and communication at various leading institutions and international fora.
