Because of this state’s changing makeup, the Tennessee Judicial Council in 1997 recommended establishment of minimum qualifications and a code of professional responsibility for interpreters. In response, the Administrative Office of the Courts (AOC), using an Edward Byrne grant, contracted with the Tennessee Foreign Language Institute, who hired Janice Rodriguez as coordinator, to develop standards and conduct workshops and testing for prospective interpreters. As recommended by Janice Rodriguez of TFLI, the AOC also joined the National Center for State Courts’ Consortium for State Court Interpreter Certification Program to access tests for the certification process.
