Quality Control Manager (QCM) and manged 50 to 60 special deputy inspectors in the field on construction projects in addition to our laboratory operations. I perform plan and schedule take-offs and implement project requirements on all construction material testing (CMT) projects that include the jurisdictions of DSA, OSHPD, CalTrans, FAA, and cities within the areas Los Angeles, Long Beach and L.A. County. Perform Quality Control reviews for construction projects. Monitor and implement CCRL and AMRL requirements for our CMT laboratory. As Corporate Safety Officer, I wrote our IIPP and implenment the program, training and handle items at an administraive level.

Responsible for day-to-day operations, marketing and project management aspects of a quality control, inspection and testing firm. The projects included field safety, managing soils, asphalt, concrete, steel, masonry, shop steel, fireproofing and physical testing of construction materials. Ensured compliance of applicable building codes and performed proposal writing, marketing, cost analysis reports and maintained client relations. Managed employee relations, hired of new employees, reviewed P&L and supervised 40 staff.

Responsible for day-to-day operations, marketing and project management aspects of a quality control, inspection and testing firm. Created a new market share within an office that was previously closed and added sales support to the San Diego regional office. Re-structured and re-wrote previous marketing tools targeting large Multi-Service Agreements (MSA) with state, cities and college districts while implementing cross-selling and expanded communications between multiple engineering divisions. The result was winning several multi-year MSA’s.

Responsible for management of operations, marketing, projects and safety for 100 employees. Performed P&L and compliance of applicable building codes, including Office of Statewide Health Planning & Development and Department of State Architect. Managed all aspects of safety procedures and compliance with Cal-OSHA. As Radiation Safety Officer provided safety-training courses for all employees and maintaining compliance with Department of Health Services and Title 17.Created and developed an inspection and laboratory testing plan in order to meet the separate building requirements of a school district client, State of California and the City of Los Angeles on a hired multi-level project. The result was a double of revenue on the project and the innovation opened a new area of market share services.Instrumental leader in safety at attain Offshore Captive Resources insurance during auditing and compliance.Revised and re-wrote company safety policy and set safety standards for personnel in house and in the field; delivered safety training classes and implemented incentive programs resulting in a 95% reduction in accidents over a 12 month period.

2000-2002 E. Smith/Smith-Emery: Responsible for creating a new non-union division that included all marketing and operational aspects of a quality control based firm. Director of Safety: My duties included all aspects of safety procedures and compliance with OSHA for Smith-Emery Company and E. Smith Engineering Services. This includes providing safety-training courses for employees and residing as Chairman over monthly safety meetings.1994 to January 2000 - Smith-Emery, Senior Project Manager, Environmental and Geotechnical Services: Six years of project management of Phase I & II site assessments, that included assessments performed continually in eight U. S. states, negotiations with regulatory agencies, marketing, arranging, performing and supervising necessary fieldwork, data analysis, report writing, profit analysis of projects, client billing, and collection control of unpaid clients. My experience is also diverse in waste disposal, environmental marketing and environmental exploration projects. Personally recommended by the Department of Oil Gas and Geothermal Resources as a consultant in locating abandoned oil and gas wells. In addition, duties included project management and inspection of grading and asphalt projects.1987-1994 Smith-Emery, Laboratory Manager/Senior Soils Tech: Responsible for performing and managing soils, concrete, and asphalt laboratory testing in addition to “R” Value and HVEEM test analysis. Responsible for the training of inspection personnel for field and laboratory work. Monitored contractor adherence to job specifications for all forms of grading, asphalt, and shoring.
