About Juan Ignacio Castillo

The Better Work Program, a partnership between the UN’s International Labor Organization (ILO) and the International Finance Corporation (IFC), a member of the World Bank Group, brings diverse groups together – governments, factory owners, workers, and their respective organizations, global brands and retailers, and investors – to improve working conditions in the garment and textile industry and make the sector more competitive. The program has two decades of experience in creating decent work and inclusive economic opportunities for workers globally, in particular women workers. The program combines (i) direct and tailored factory level services with (ii) work at the national policy level supporting constituents in their governance of the local labor market and (iii) a global role convening stakeholders in the global garment industry as well as contributing to research and academia.Better Work has been instrumental in creating the policy environment as well as building the capacity of workplace actors to ensure that garment sector jobs generated through the support of trade preferences fulfil their potential to benefit workers and create greater economic stability in the beneficiary countries. In some countries, such as Haiti, Jordan, and previously Cambodia, trade preferences are directly linked to Better Work participation (See Section on ILO Comparative Advantage for further details about the role of Better Work in supporting labor provisions in trade preferences.)Better Work supports changes in policy and practice that open up space for freedom of association and the right to collective bargaining to enable workers' organizations to bargain on their priorities. Better Work takes a consistent approach to support all fundamental principles and rights at work across all its programs.

Technical cooperation provided me skills to know and work with labor actors in Central America and Dominican Republic –government, employees and workers, both national and global ones-.I have been working as well at sectorial level, strengthening social dialogue and promoting compliance with supporting productivity through value chain: since 2009 I have been working closely at sectorial level (agro, construction, retail enterprises), strengthening labor relations in different areas, like productivity, gender, migration, safety and health condition, and promotion of framework agreements. In 2011 I was in charge of a project implementing PROMES methodology in sugar cane sector in El Salvador, Honduras and Dominican Republic: such specific tools improved compliance through value chain, strengthened social dialogue and participation, and generated benefits for employers and workers. In 2018 promotion of SCORE methodology in agricultural sector of Costa Rica have been accepted by labor actors –both employers and workers-, and it will be implemented at MNE in Costa Rica.
