About Juan D. Deaton, Ph.D.

Dr. Juan Deaton is currently the Chief Alignment Officer at Alignment Consulting and Engineering, focusing on advising SATCOM companies in digitally transforming their networks, business development, and performing R&D in digital signal processing. Previously, as a senior research scientist at Apothym Technologies Group (ATG), he worked to advance waveform virtualization. His 2022 report, Digital Transformation of Satellite Communication Networks, provided the vision for digitization and virtualization for the SATCOM industry. At ATG, he also served as a DIFI Board Member, a key contributor to the specification, and the Digital Transformation of SATCOM Workshop chair at MILCOM. Before that, Juan worked with Comtech EF Data on Forward Error Correction Technologies and other satellite communications modeling. His tenure at Comtech EF Data also involved research on anti-jam waveforms and LDPC codes. Before Comtech, he was at the Idaho National Lab, focusing on spectrum optimization and emergency communications. Juan holds a Ph.D. and M.S. from Virginia Tech and a BSEE from the University of Idaho. His patent work includes spectrum sharing, wireless emergency communications, and waveform virtualization.

    My graduate studies have made two significant contributions into DSA research. The first contribution analyzed the operational effects of deploying DSA in a LTE+ Heterogeneous Network (HetNet), where both macro-cells and femto-cells serve the user population. This effort defined new protocol interfaces and the operational signaling required to deploy and manage DSA spectrum in a HetNet, which will serve as direct input to standards bodies for implementing DSA into next generation LTE networks In my second contribution, I developed a mathematical framework for optimally allocating spectrum in a macro-cell and heterogeneous network. Through the use of this optimization model, I compare the benefits of using opportunistic spectrum and the use of HetNets for increasing system capacity. To demonstrate the usefulness of this model, we created a realistic input network topology based using of Global Information System data (GIS) from population information, building foot prints, and cell tower sites. Using our realistic network topology, allocated frequency bands for cellular network traffic, and opportunistic spectrum (i.e., unoccupied TV and cellular channels ) we were able to show quantifiable benefits between additional opportunistic spectrum and the addition of in-building femto-cell deployments to augment macro-cell coverage (i.e. HetNet). In my other work I also investigated the utility and evaluation of spectrum sharing rules.
