Supervise a small team that manages the stormwater and water use efficiency programs for the City of Escondido. Review private and public land development projects for compliance with permanent stormwater BMP requirements, including review of grading and improvement plans, Stormwater Quality Management Plans (SWQMP), and other related plans or reports. Manage inspection, enforcement, and maintenance certification of the structural BMP projects inventory. Manage and perform implementation of annual dry weather stormwater outfall monitoring. Work with program manager, staff, and consultants to coordinate and support implementation of other programs as outlined in the City’s Jurisdictional Runoff Management Program to ensure compliance with the regional MS4 (stormwater) permit. Support annual jurisdictional and watershed-based reporting efforts. Support planning and manage installation of trash devices for compliance with statewide Trash Amendments. Oversee consultant and vendor support and manage bids and contracts. Participate in regional stormwater copermittee workgroups.

Primarily responsible for storm water compliance for new development and re-development, including project SWQMP review and the administration of the structural best management practice inspection program. Assist in other areas of the Environmental Programs Division's responsibility, such as MS4 outfall dry weather monitoring, and other program areas, as needed.

Lead the Treatment Control Best Management Practices Maintenance Verification Program for required permanent stormwater treatment features at private and municipal properties. Coordinate with City consultant to manage new and existing inventory of eligible projects, conduct routine inspections, process and track annual maintenance verification. Conduct site inspections and enforcement, as needed, for maintenance deficiencies and failure to submit annual self-certification. Determine compliance with City, Regional, State, and Federal storm water standards, permits, and regulations. Coordinate with Development Services Department for incoming projects and projects not constructed per approved plans. Provide outreach and education to property owners, and perform other related work.

Conduct wastewater pollution control inspections of industrial and commercial facilities, trucked waste haulers, and groundwater discharge projects. Determine industry compliance with issued permits, local and state regulations, and Federal wastewater pretreatment regulations. Determine appropriateness of wastewater pretreatment systems and source control methods; determine appropriate waste sampling protocols; diagram field sites; conduct water use audits; write inspection reports, fact sheets, and permits; calculate permit limits; review wastewater sample analysis data, research and interpret environmental regulations; provide outreach and education to regulated industries; and perform other related work.

Research and evaluate sustainable development programs and policies. Assist in writing new policies(including Climate Protection Action Plan, Community Fuel Efficiency Policy, and Urban Heat IslandMitigation Policy). Assist in developing surveys and analyzing survey data. Prepare reports andcorrespondence. Assist with implementation of youth educational outreach program. Conduct greenbuilding educational tours. Perform other related work, as needed.

Provide direct customer support for a web analytics Software as a Service (SaaS) platform through knowledge and understanding of web development and site user tracking requirements. Provide general, high-level data analysis. Receive and respond to customer inquiries via email and phone. Troubleshoot, research, and investigate questions, problems, reported bugs, etc. Log customer complaints and system bugs. Manage and maintain trouble ticket database. Communicate and collaborate with sales, account management, quality assurance, and engineering, as needed, to resolve all customer issues.

Provide research and administrative support, including the development and implementation of thefollowing projects: Regional Indicators Cooperation Project, Dashboard Series public forums, Corporate Sustainability, Greening the Museum.
