Op 19 juni 2023 is de Hervormingsagenda Jeugd vastgesteld door gemeenten, professionals, jeugdhulpaanbieders, cliëntorganisaties en het Rijk. De agenda bevat een pakket aan maatregelen die bijdragen aan het verbeteren van de beschikbaarheid en kwaliteit van de jeugdzorg binnen en een stelsel dat houdbaar is voor de toekomst (zowel financieel als in menskracht). Ik ben werkzaam in het team binnen de Directie Jeugd dat de implementatie van de Hervormingsagenda coördineert. Vanuit dit team wordt de sturing en besluitvorming ondersteund, inhoudelijke verbinding gelegd en samenwerking tussen betrokken partijen bevorderd. In dit team ben ik verantwoordelijk voor het in beeld brengen van de voortgang van de implementatie van de HA, zowel op het uitvoering geven aan de gemaakte afspraken als het bereiken van het beoogde effect. Hiervoor wordt informatie uit diverse bronnen gebruikt, zoals bijvoorbeeld de leefwereldtoets en de HA Monitor. Ik coördineer de samenhang tussen de instrumenten, de duiding van hetgeen we ophalen en de doorgeleiding naar de juiste gesprekstafels. De opgehaalde informatie wordt ook gebruikt voor het informeren van partijen, het afleggen van verantwoording en reflecteren en leren, waardoor ik nauw samenwerk met mijn collega’s van communicatie en de veranderstrategie.

De zorg voor kwetsbare jeugd staat hoog op de politieke agenda en vormt een beleidsterrein met grote uitdagingen, dynamiek en complexiteit. In 2022 wordt een Hervormingsagenda opgesteld met maatregelen die ervoor zorgen dat de toegankelijkheid en de kwaliteit van de jeugdhulp sterk verbeteren, terwijl het stelsel op de lange termijn betaalbaar blijft. De agenda wordt samen met de VNG, de aanbieders, de professionals en de clientorganisaties opgesteld. Als secretaris ben ik werkzaam in het coördinerende team binnen de Directie Jeugd dat werkt aan deze Hervormingsagenda. Vanuit dit team worden de bestuurlijke en politieke overleggen gepland en voorbereid, de hoofdtekst voor de Hervormingsagenda en het meerjarig financieel kader dat daarbij hoort opgesteld, het operationele plan dat uit die agenda volgt uitgewerkt en financieel onderbouwd. Het team is een belangrijke schakel van communicatie zowel intern directie Jeugd en VWS, interdepartementaal maar ook extern naar de belangrijkste relaties met het veld.

Als staflid ondersteun ik de MT-leden van de directie Regulier Verblijf en Nederlanderschap (RVN) in hun dagelijkse werkzaamheden. Afhankelijk van het onderwerp pak ik daarin de rol van senior adviseur, coördinator, projectleider of secretaris. Ik ben de linking pin tussen directie, management en de business. Ik adviseer over onderwerpen die gaan over beleidsmatige, procesmatige en politieke aspecten van het werk, waarbij relaties moeten worden gelegd met ontwikkelingen in andere IND directies, in de politiek en bij ketenpartners. Daarnaast ben ik betrokken bij het opstellen van het jaarplan, de begroting, productieplanning en de behorende rapportage en verantwoordingsprocessen.Ik treed op als secretaris van een aantal specifieke overleggen tussen directies van de IND of tussen de IND en haar ketenpartners. Ik bereid met de stakeholders de agenda voor, draag zorg voor tijdige (inhoudelijke) voorbereiding, zorg voor beknopte verslaglegging en houd zicht op de uitvoering.

Het programma Zorg voor de Jeugd (2018-2021) is een programma dat in partnerschap met gemeenten, aanbieders, professionals, cliënten en het Rijk tot stand is gekomen. Doel van het programma is de jeugdhulp, jeugdbescherming en –reclassering merkbaar en meetbaar steeds beter te maken voor kinderen, jongeren en gezinnen zodat ze op tijd passende hulp ontvangen. Opdrachtgever van het programmasecretariaat is de directeur Jeugd van het ministerie van VWS als voorzitter van de stuurgroep Zorg voor de Jeugd.Als programmasecretaris maakte ik deel uit van het programmasecretariaat Zorg voor de Jeugd en ondersteunde ik de Stuurgroep Zorg voor de Jeugd die bestond uit vertegenwoordigers van de cliënten, professionals, aanbieders, gemeenten en Rijk. Specifiek hield ik mij bezig met:- Het versterken van de verbinding en samenwerking door het faciliteren van het samenspel tussen de betrokken partners; - Organiseren van effectieve en efficiënte afstemming en besluitvorming door het plannen, voorbereiden, verslagleggen en nazorgen van overleggen (zowel ambtelijk als bestuurlijk);- Bevorderen van voortgang en samenhang van activiteiten (projecten, lijnactiviteiten, routines, creatieve processen, improvisaties) die bijdroegen aan programmadoelen, o.m. door het organiseren en faciliteren van inhoudelijke werksessies met betrokken coördinatoren in het veld;- Coördineren, meeschrijven en editen van de halfjaarlijkse voortgangsrapportage aan de Tweede Kamer- Opzetten, contracteren en begeleiden van de Lerende Evaluatie van de samenwerking- Opzetten, uitrollen en monitoren van de planning&control cyclus, waaronder jaarplannen en voortgangsoverzichten.

Examples of work undertaken:- Interim Teamleader of the EU-funded project 'Promoting Durable Peace and Development in Kachin, Myanmar'​, project management advice and consortium compliance training - Project set-up for the DFID-funded project 'Citizen Monitoring of the Justice Sector in Rwanda'As Institutional Account Manager responsible for growing income and building partnerships with bilateral donors and identification of cooperative opportunities. Advice to country offices and implementing bureaus as to how to adhere to donor requirements in regard to donor fund applications and contract management. Coordination with other Oxfam affiliates and other NGOs. Advise to regional bureaus, country offices, implementing bureaus on funding strategies. Input for internal and administrative procedures and grant management for institutional donors.

VNG International is the Organisation for International Cooperation of the Association of Netherlands Municipalities. Its main goal is to support local governments worldwide in strengthening its democracy, implementing decentralisation policies and building associations of municipalities. As a Project Manager, responsible for the content (strategy, problem analyses) and technical/procedural aspects of the projects, focused on the strengthening of democratic local government in the new neighbours of the EU, the former Soviet Union and Africa. Responsible for the content-wise strategic steers and the linking of Dutch municipal expertise with international challenges on decentralisation. Close consultations and contact with decentralised authorities in the Netherlands as abroad, and with Embassies, non-governmental organisations, state governments, advisory boards, and Local Government Associations. Responsible for development and acquisition of high-quality proposals with various donors, o.w. the Ministry of Foreign Affairs and EU. Steering project teams, both in house as in target countries.
