Business Development and Proposal Management

• Manage personnel and process for responding to multi-million U.S. Government DoD and civil agency RFPs for engineering and technical services. • Managed, authored, and/or supported past performance efforts for more than 35 proposals.• Conduct “Voice of the Customer” interviews and work with programs to increase customer satisfaction. • Supported development of Customer Satisfaction model for Leadership review of DoD and civil agency contract performance. • Developed and populate past performance database to assist Past Performance Leads in preparing proposal responses. • Prepared monthly briefings containing DoD agency, competitor, and system and technology updates, as well as information regarding agency solicitations and contract awards for Logistics Team. • Led Six Sigma Past Performance Team, which redefined and streamlined the past performance process in order to reduce time/costs associated with preparing past performance responses to RFPs.

• Worked with Fortune 500 Business Development Dept. to define system and user requirements for opportunity management and resource scheduling software. Identified COTS software vendors and evaluated software against requirements. Developed prototype to demonstrate concepts to users and to obtain feedback. Lead team in finalizing data fields, data dictionary, and reporting needs. Presented recommendations to Leadership Team. • Lead BD-CMM Team tasked with identifying training needed to improve proposal responses. Identified project scope and roles and responsibilities. Surveyed various level of organization to identify training needs. Identified vendors and training courses. Presented recommendations to Leadership Team. • Prepared monthly briefings containing DoD agency, competitor, system and technology updates, agency solicitations, and contract awards for Logistics Team. • Performed various roles on proposals - Proposal Manager, Past Performance Lead, and Resume Lead.

• Subcontractor on $14B Massachusetts Central Artery/Tunnel (Big Dig) Project, which was most complex electronic traffic management system of its kind. As liaison between Fortune 500 Hardware and Software Engineering Depts. and Customer, successfully partnered approval of submittals with Customer. • Fast tracked revisions and upgrades to roadway electrical and electronic equipment equipment submittals and O&M manuals. Worked with suppliers to ensure compliance with contract requirements. • Coordinated efforts of software engineers to produce technical documentation. Also, worked with Customer to re-conceptualize operator workstation documentation, which reduced content by 95% and greatly improved process efficiencies. These documents received highest Customer approval ratings.• Coordinated efforts of cross-functional teams of software and test engineers and also hardware and maintenance engineers to resolve technical problems and ensure work complied with contract requirements.
