As project manager, I led a team of ODOT staff and consultants in extensive technical analysis and public engagement aimed at gaining approval from the Oregon Transportation Commission (OTC) to implement congestion pricing/tolling on Portland area freeways. The project was completed with unanimous support of the OTC and has continued into project development and environmental planning with federal partners. This project was recognized by WTS with the 2018 Innovative Transportation Solution award.

I supervised a team of transportation planners, providing support and coordinating assignments for citywide and area plans. These included the updated Transportation System Plan, in close coordination with the Comprehensive Plan Update, and a Citywide Parking Strategy. I took the lead on some topics that needed political and stakeholder navigation, including those related to pricing both parking and transportation demand management strategies.

Community Development Department

In this role I managed transportation and land use planning projects; advised mayor, council, and other city officials regarding technical and policy issues on transportation; and, represented the city on several regional and statewide policy, project, and funding pursuits. These included the Southwest Corridor Plan, Regional Flexible Funds Allocation, Rulemaking Advisory Committee for multiple statewide policies, including the Transportation Planning Rule and the "Hole in the Air" addressing geometric capacity for freight routes.

Through 12 years as a consultant, I gained a broad foundation in planning and development issues and practices, focusing on the pacific northwest. My work included conducting or providing oversight for all aspects of projects, including data collection, data analysis, mapping, document production, graphics production, and presentations to community groups, hearings officers, and local commissions and councils.

While a graduate student at Oregon State University, I conducted research on two separate projects. First, working with the associate dean of engineering, I used my industrial engineering training to support research on a QC/QA procedures for manufacturing of open-graded pavement mixes. Later I worked within the finance department of the Oregon Department of Transportation to estimate the Economic Impacts of Studded Tire Pavement Damage. The latter was applied for completion of my MS degree with a dual major in economics and industrial engineering.
