Judith A. Silver, Ph.D. worked as a Clinical Assistant Professor of Clinical Psychology in Pediatrics, University of Pennsylvania Perleman School of Medicine, where she was the associate director of the Leadership Education in Neurodevelopmental Disabilities (LEND) Program. The LEND Program is funded by the federal Maternal Child Health Bureau and provides interdisciplinary training for graduate- and postgraduate level healthcare professionals, with a strong focus on public health, children with special healthcare needs, and advocacy.Dr. Silver worked as a pediatric psychologist at The Children’s Hospital of Philadelphia, where she was Director of Child Welfare and Juvenile Justice Initiatives at the Center for Pediatric Traumatic Stress. Between 1993-2007 she directed the Starting Young Program, a pediatric interdisciplinary evaluation program for infants and toddlers involved with the child welfare system. Dr. Silver directed the Child Welfare Early Childhood Initiative, which provided educational programs on the science of early childhood health, development and mental health for judges, children’s legal advocates, and child welfare professionals (2004-2008). She chaired the Committee on the Health Care Needs of Children in Substitute Care, a community task force, and in 2011 was appointed by Mayor Michael Nutter to serve on the Philadelphia Department of Human Services Community Oversight Board. Mayor Jim Kenney appointed Dr. Silver to the DHS Child Welfare Oversight Board. She was awarded a Harris Mid-Career Leadership Development Fellowship by Zero to Three, the National Center for Infants, Toddlers and Families. Dr. Silver has served on the National Advisory Committee on the Child Welfare League of America (CWLA) Standards of Excellence for Health Care Services for Children in Out-of-Home Care and participated in the American Academy of Child and Adolescent Psychiatry/CWLA’s Foster Care Mental Health Initiative. She has numerous publications related to the health, development and mental health of children involved with the child welfare system.
