About Judy Spence

Judy is a government relations and community engagement expert, having served in the Queensland Parliament for 22 years. She brings to her Board roles a deep understanding of legislative processes and advocacy in action, with a focus on ensuring the Gold Coast's vast waterways are managed, protected, enhanced and enjoyed in a way that is sustainable and valued by all users.Judy remains the longest serving female Minister in the Queensland Parliament. During those 12 years, she held various portfolios - from Police and Corrective Services, to Aboriginal and Torres Strait Islander Affairs, Sport, the Building Services Authority, Families and Disability Services. Her responsibilities also involved leading three all party trade delegations to Asia, North America and Europe and has represented Queensland at international forums. She is Griffith University’s inaugural Business School Outstanding Alumnus of the Year and is patron of many organisations.Today, Judy contributes to public consultation over legislation that affects The Spit and the Broadwater, and she took part in the formulation of The Spit Masterplan. She regularly engages with community groups who are stakeholders in the waterways. She, along with other community members, formed Save Our Broadwater to ensure that the voices of the community are heard when development and policy issues that affect public enjoyment of our open spaces are debated.Her other passion is guiding Gold Coast Leaders to achieve business growth, transformation and success.

    Judy entered politics in 1989 as the Labor Member for Mount Gravatt. With the 2008 redistribution, the seat of Mount Gravatt no longer existed and following the March 2009 election, she became the Member for Sunnybank and Leader of the House. As Leader of the House, Judy had responsibility for arranging and managing business in the Queensland Parliament. In 2010, she chaired a Parliamentary Committee to look at parliamentary reform. The committee which comprised nine of the most experienced Members of Parliament delivered their unanimous report in December of that year. The blueprint for reform recommended by the committee represented the most significant changes to the way the Queensland Parliament had operated since the Upper House was abolished 90 years before. It recommended the most significant reforms of any State Parliament in Australia. The government endorsed these reforms and as a result a new estimates and committee process was introduced. The new process allows all Members of Parliament, particularly the Opposition, greater opportunity to scrutinise the expenditure of the Executive. Every piece of legislation is referred to a committee for consideration, including public consultation, before it is debated in the Parliament. The new reforms gave the people of Queensland unprecedented opportunities to have a real say in the laws that are made.

    Judy was sworn in as the State’s first female Police and Corrective Services Minister in 2004. During her term, Queensland’s Police Service grew to over 10,000 police officers and crime decreased by 16 per cent. Judy reformed laws and provided the resources needed for police to do their job. She also transformed prisoner educational and rehabilitation programmes, introduced new prisoner uniforms and puppies into prisons. Judy managed to drive efficiencies through a new roster system, while overseeing the politically challenging task of purchasing 680 hectares of land at Gatton for the State’s new prison precinct, the construction of a new women’s prison at Townsville and the closure and rebuild of the Brisbane Correctional Centre. She never shied away from tackling the tough issues, introducing new procedures for managing sex offenders in the community.In September 2007, Sport was added to Judy's portfolio.

    As Minister for Families, Aboriginal and Torres Strait Islander Policy, Disability Services and Seniors, Judy managed the Government’s social services agenda, exposed the failings of the State’s child protection system, expanded domestic violence protection to more Queenslanders, oversaw the operation of the State’s youth detention centres and administered the Juvenile Justice Act. She was responsible for ground breaking legislation that limited the supply of alcohol to Indigenous Communities, which reduced incidences of violence and sexual abuse.

    Judy was sworn in as Queensland's Minister for Aboriginal and Torres Strait Islander Policy, Women’s Policy and Fair Trading when Labor won Government in July 1998. She introduced legislation to enforce consumer rights, as well as strategies to raise community awareness. Judy rewrote the Building Services Legislation, the Auctioneers and Agents Act, the Retirement Village Act and redesigned the Residential Tenancies Authority - supporting Queensland’s booming economy.
