Juhani Grossmann leads the Basel Institute's cross-divisional Green Corruption programme, which targets environmental degradation through an anti-corruption and governance approach.Corruption and weak governance are key enablers of environmental crime, which in turn exacerbates small-scale offences into devastating environmental degradation, existentially threatening both animal and human populations.Environmental criminals use corruption and fraud to engage in illegal wildlife trade, fishing, logging and mining. They exploit gaps in governance and launder the profits of their illicit trades on international financial markets. Taking a “follow the money” approach is therefore crucial to disrupt environmental degradation which results from the illegal exploitation of natural resources. Removing opportunities for corruption, tracing illicit financial flows and confiscating the proceeds of crime will help to dismantle the criminal organisations that are exploiting the planet for personal gain.Since 2018, we have successfully applied this approach to financial crime in the illegal wildlife trade (IWT) and are now expanding the scope of the Green Corruption programme to other areas of environmental crime.

USAID’s Cegah program, meaning ‘prevent’ in Indonesian, partners with a wide range of government accountability institutions to prevent corruption and strengthen rule of law systems in Indonesia.Program activities also include engagement with universities, civil society organizations (CSOs) and think tanks to advance their cooperation with the Government of Indonesia in devising anti-corruptionstrategies and advocacy. Additionally, USAID Cegah supports the Government of Indonesia and relevant CSOs to expose and address the linkages between corruption and violent extremism.In order to empower the government to act in a more transparent and responsive manner, USAID CEGAH works across various executive branch agencies to define common anti-corruption standards, policies and practices. The program also supports the Supreme Court’s data-driven efforts to improve the prosecution and adjudication of corruption cases. Bolstering these reforms, USAID CEGAH works closely with the media to increase public awareness of corruption and intensify demand for greater accountability, and engages universities and think tanks to support corruption prevention advocacy initiatives with reliable data and research.Although USAID CEGAH works primarily at the national level on a variety of accountability issues, at the local level, the program supports the monitoring of health sector accountability through engagement with CSOs in North Maluku, North Sumatra, Banten and East Java provinces.
