As the Vice President of Member Services and External Affairs, Justin leads Seminole's member innovation and efficient electrification initiatives, corporate communications, energy policy, regulatory and legislative affairs, member rates and contracts, load forecasting, and member analytics. Joiner has nearly two decades of industry experience in areas of increasing responsibility for some of the largest vertically integrated utilities in the US, including CenterPoint Energy and Ameren Corporation where he started his career on the trade floor. His areas of expertise include wholesale energy markets, resource management, regulatory strategy, and complex contract negotiation. Justin also worked at MISO, the nation’s largest Regional Transmission Operator, where he worked with state commissions and member utilities on energy policy. Prior to his current role, Justin served as Vice President of Resource Management at APS, Pinnacle West’s largest subsidiary and Arizona’s largest electric utility. There he was responsible for the company’s long-term resource planning, resource acquisition, western energy market evolution into a day-ahead and resource adequacy construct and energy commodity trading. Under his leadership, APS grew its renewable generation portfolio from 1GW to 4GW within three years and delivered the 2023 Integrated Resource Plan that focused on historic load growth coupled with the retirement of coal generation replaced with a diverse generation fleet. Joiner earned a Bachelor of Science degree in economics and finance, and an MBA from Southern Illinois University of Edwardsville.
