Special Assessor for the Development Policy/ Mayor Office. Worked as the coordinator of the economic and social local development policy and as a General Coordinator of the Preparation Unit (UPP) of a PROCIDADES, an IADB/ Inter American Development Bank. It’s a Municipality’s Program to mobility, environment and social infrastructure program. The program was based in four main components: (i) urban infrastructure with projects of urban requalification and urban revitalization, including construction of housing, land regularization, involuntary resettlement of families, drainage, sanitation and water supply, implementation of an environmental conservation unit and actions for the preservation of the historical heritage of German immigration to south Brazil; (ii) economic development; (iii) public safety to prevent violence and crime; and institutional strengthening. Worked to the integration between the IADB resources and the major infrastructure program of the Federal government of Brazil, called PAC (Growth Acceleration Program) to sum more resources for investments in construction, sanitation and urban mobility. Worked also with the Municipality’s PRONASCI, a Program of Public Security with Citizenship in Brazil, to structure actions to prevent urban violence and crime between the integration of actions in the health, educational, economics and safety policies. Supported the development of strategies for the restructuring of the municipal health system including the creation of a municipal health foundation, the restructuring of the General Hospital, the development of projects and implementation of the Emergency Care Unit (UPA) and health posts and the construction of health information systems integrated with social assistance, education and public safety information systems for strategic analysis for decision-making related to violence prevention. Management more than US$ 170 million for public investments.

Organized a “road show” in New York, San Francisco and London to raise funds to support the growth of new firms in Brazil. Coordinated the PIIPMES/ Program do the Internationalization of the Small and Mediums Firms in Brazil, an agreement between the Brazilian Development, Industrial and Commerce Minister (MDIC) and the European Community Delegation.
