Led negotiations with numerous stakeholders and top-tier executive leadership to protect management rights and move the mission forward.• Cultivated and managed the political relationship with National Treasury Employees Union (NTEU) and IRS leadership to expedite mission-critical initiatives and promote positive communications with the press and Congress.• Effectively oversaw the successful negotiation of mid-term collective bargaining agreement (CBA). This division employs approximately 20,000 employees and serves a tax base of approximately 85 million taxpayers. • Initiated and executed a realignment merging the organization with corporate communications to leverage corporate tools and technology and effect transformation. • Switched current taxpayer outreach program from a regional structure to a national platform which increased audience reach from select state groups to impacted taxpayers across the U.S. • Initiated strategy to seek more diverse external partnerships for the Agency to reach a wider taxpayer audience.

• Proactively implemented a cross-functional training program for the Division involving legal, internal and external resources during a time of tight training resources.• Executed numerous realignments to deal with attrition and customer reorganizations.• Facilitated comprehensive training and outreach programs as support to approximately 10,000 managers resulting in a 15% decrease in conduct cases.

• Devised a strategic and data-driven organization to effectively decrease agency reputational risks within the area of employee tax compliance. Employee tax compliance is a hot topic for the Internal 
Revenue Service and among its Inspector General and Congress. 
 • Assumed responsibility in conceptualizing and deploying customized communication and reporting 
dashboards on tax compliance trends while creating targeted messaging based on employee grade, level, and location. The IRS employee tax compliance rate rose to 98% due to this strategic approach. • Liaison to Office of SpecialCounsel,Treasury Inspector General for Tax Administration (TIGTA), and general legal services (GLS) for executing efficient conduct and compliance processes.

• Took charge of deploying strategic initiatives in support of Human Capital Officer, encompassing training, hiring, policy and labor relations.• Administered the daily operations to accomplish deliverables for the agency leadership. • Led an expedited, service-wide voluntary early retirement authority (VERA) and voluntary separation incentive payments (VSIP) program to manage severe cuts to the IRS budget appropriations. • Oversaw process analysis reducing buyout application timeframes from 30 to 10 days and monitored headcount reductions to ensure mission success. Effort resulted in a 1,244 headcount reduction through early buyout process surpassing the 1,100 target.
